REPORTS TO: Superintendent
SUMMARY
The Assistant Superintendent of Student Services provides strategic leadership and oversight of programs and services that support the academic, social-emotional, and behavioral success of all students. This role ensures the effective implementation of a comprehensive, equitable, and compliant system of supports, including Multi-Tiered Systems of Support (MTSS), Special Education, Early Learners, Multilingual Learners, and Advanced Learners.
In addition to leading student services, the Assistant Superintendent plays a critical role in supporting and advancing districtwide systems, structures, and operational processes. Serving as the Superintendent’s primary designee, this position functions as a key member of the executive leadership team and provides organizational leadership across departments to ensure coherence, alignment, and effective implementation of district priorities.
As the Local Education Agency (LEA) representative, the Assistant Superintendent ensures compliance with all state and federal regulations, leads key partnerships, and collaborates with district and school leaders to promote student success aligned with the District’s mission and values.
ESSENTIAL FUNCTIONS
Executive Leadership + Districtwide Systems:
- Serve as the Superintendent’s designee in their absence, as appropriate
- Provide leadership and oversight for districtwide systems, processes, and continuous improvement
- Ensure alignment of student services with broader district goals, initiatives, and strategic priorities
- Collaborate with cabinet-level leaders to support coherent implementation of district initiatives
- Support organizational decision-making through cross-functional problem-solving and systems thinking
Systems Leadership + Program Oversight:
- Lead and oversee the implementation and continuous improvement of MTSS across academic, behavioral, and social-emotional domains
- Direct all aspects of Special Education, ensuring compliance with IDEA and state regulations
- Oversee programming and services for Early Learners (Preschool), Multilingual Learners, and Advanced Learners, ensuring equitable access and growth opportunities
- Monitor student data and outcomes to inform program development and resource allocation
- Collaborate with principals to address complex student needs and ensure appropriate supports are in place
Compliance + LEA Responsibilities:
- Serve as the District’s Local Education Agency (LEA) representative for all special education matters
- Ensure compliance with all applicable federal and state laws, including IDEA, Section 504, and Title programs
- Act as the Title IX Coordinator and District’s Complaint Manager, overseeing the investigation and resolution of formal complaints
- Maintain accurate and timely reporting for all required state and federal submissions
- Lead and support district audits, program reviews, and compliance monitoring
Human Resources + Staff Development:
- Conduct and/or supervise staff and teacher evaluations in alignment with district practices and state requirements
- Lead hiring, onboarding, and retention of student services personnel
- Collaborate on the district’s comprehensive professional development (PD) plan and calendar aligned to district priorities
- Ensure all staff complete mandated trainings and maintain compliance with required certifications and licensure
Grant + Fiscal Oversight:
- Lead the identification, application, and management of state and federal grants, including entitlement and discretionary funding
- Ensure proper allocation, monitoring, and reporting of grant funds in compliance with regulations
- Collaborate with the business office to align grant expenditures with district priorities and long-term planning
Partnerships + Representation:
- Represent the District in collaboration with the local special education cooperative and other regional partners
- Serve as a liaison with external agencies, service providers, and community organizations
- Support communication with families regarding student services, rights, and programming
