EXECUTIVE DIRECTOR OF STRATEGY, CONTINUOUS IMPROVEMENT & HUMAN RESOURCES
 

POSITION TITLE: Executive Director of Strategy, Continuous Improvement & Human Resources

DEPARTMENT:  District Office

REPORTS TO: Superintendent

FSLA STATUS: Exempt 

COMPENSATION RANGE:  $130,000 - $155,000

 

POSITION SUMMARY:

The Executive Director of Human Resources and Continuous Improvement is responsible for strategic planning, leadership, and management of all human capital functions, as well as the design and implementation of continuous improvement initiatives across the district. This role serves as a key advisor to the Superintendent and the executive team on all personnel, organizational, and efficiency matters, ensuring compliance with all applicable laws and regulations. 

 

TERMS OF EMPLOYMENT

  1. Twelve (12) Months
  2. Eight (8) hours per day
  3. May include extended days to assist with district events and meeting preparation

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Strategic Planning, Data Analysis, Reporting, and Continuous Improvement:

  1. Support the superintendent to develop and implement district goals and strategies that align with the district's overall mission, vision, and strategic plan.
  2. Oversee the district's strategic planning process.
  3. Utilize data and metrics to guide senior leadership decision-making and prepare reports for the Superintendent and the Board of Education.
  4. Manage the creation, evaluation, and assessment of all district processes and procedures for process improvement and efficiency.
  5. Lead organizational change initiatives to improve overall effectiveness and foster a culture of data-driven decision-making and continuous growth.
  6. Coordinate the district calendar adoption process.

Human Resources:  Talent Acquisition and Retention, Employee Relations and Compliance, Performance Management, Professional Development, Compensation and Benefits:

  1. Oversee the development and execution of a comprehensive, long-range talent acquisition and retention strategy to ensure the district attracts and retains a highly qualified and diverse workforce.
  2. Supervise and plan the recruitment and hiring process for teachers and other personnel.
  3. Project staff needs and budget, and consider enrollment changes, retirements, resignations, leaves of absence, and changes of services.
  4. Manage human resources operations.
  5. Assist the superintendent in the negotiations of employee contracts.
  6. Supervise and plan district employee recognition and retention measures supported by quantitative and qualitative data collection.
  7. Recommend all personnel assignments, transfers, dismissals, and promotions to the superintendent.
  8. Direct all aspects of employee relations, including grievance, mediation, conflict resolution, workers' compensation, unemployment claims with the district's third-party administrator, and personnel investigations.
  9. Supervise and coordinate the annual staff handbook approval process.
  10. Acts as the district FOIA Officer.
  11. Ensure compliance with all federal and state employment laws, collective bargaining agreements, and the Illinois School Code as they apply to all personnel actions.
  12. Oversee the district's performance management and evaluation systems for all staff classifications.
  13. Maintain and update job descriptions for certified and non-certified staff.
  14. Plan, direct, and assess professional development and training programs to enhance job satisfaction and organizational effectiveness.
  15. Oversee the planning and organization of orientation activities for new employees.
  16. Administer the salary schedule and oversee compensation, classification, and benefits programs to maintain competitiveness and fairness.
  17. Coordinate and administer reimbursement and compensation for continuing education and advanced training opportunities per applicable collective bargaining agreements, and the college tuition waiver disbursement.
  18. Coordinate and administer the benefits program and records for employees and retirees.
  19. Supervise and coordinate the district's wellness program.

Communication:

  1. Ensure timely and accurate communication regarding school accountability initiatives and district initiatives.
  2. Support the development of effective two-way communication strategies with all internal and external stakeholders.
  3. Communicate effectively with students, families, staff, and community members in a friendly and professional manner.

EDUCATION AND EXPERIENCE:

  • Education: Master's degree from an accredited institution in Human Resources Management, School Administration, Educational Leadership, or a related field.
  • Experience: three years of administrative experience in human resources, educational leadership, continuous improvement, or a related field.
  • Certifications: School Administrator or School Business Administrator Certification (as required by the state) or industry-related certifications (e.g., SHRM-SCP, SHRM-CP, or PHR) are preferred.
  • Knowledge: Background in strategic planning, process improvement, and continuous improvement process.
  • Knowledge: Extensive knowledge of employment laws, regulations, and best practices in Human Resources. 

 

ANALYTICAL & INTERPERSONAL SKILLS:

  1. Ability to read and interpret documents.
  2. Ability to write routinely and speak effectively before groups of employees.
  3. Ability to work independently and in an acceptable time frame.
  4. Ability to maintain efficient office procedures and systems for keeping track of requested action and reports.
  5. Ability to calculate figures and amounts, such as proportions, percentages, and apply basic concepts of algebra
  6. Ability to apply critical thinking skills and new technologies in rendering solutions to various technical issues.
  7. Ability to use technology for word processing, collaboration, presentation, database, and spreadsheet programs, and the use of other office equipment.
  8. Ability to establish and maintain effective, appropriate working relationships with students, staff, and the community.
  9. Ability to perform duties with awareness of all district requirements and Board of Education policies.
  10. Keep current with best practices and requirements as they relate to the job.
  11. Exhibit and maintain confidentiality and veracity.
  12. Represent Hononegah Community High School in a professional manner.

 

PHYSICAL DEMANDS:

  1. Ability to lift up to 50 lbs. with proper technique.
  2. Ability to walk, stand, kneel, stoop, climb stairs, and sit for extended periods of time.
  3. Ability to bend and twist at the neck and trunk to maneuver office workspaces.
  4. Ability to hear and see close, distance, color, peripheral vision, and perceive depth.
  5. Ability to use fine motor skills to complete detailed work for use on office equipment and technology.
