Duties
Strategic Financial Leadership & Budget Oversight
- Lead the development, implementation and monitoring of the District’s annual operating, capital, debt service, and grant budgets.
- Develop long-range financial forecasts and multi-year financial plans to ensure fiscal stability and sustainability.
Advise the Superintendent of Schools and Board of Education on financial implications of policy, programmatic and personnel decisions.
- Provide transparent and comprehensive financial reporting, including fund balance analysis, cash flow projections, tax levy analysis and revenue forecasting.
- Ensure full compliance with Illinois School Code, ISBE regulations, GASB standards and all federal and state fiscal requirements.
- Oversee all accounting operations including general ledger, payroll, accounts payable/receivable, investments and purchasing.
- Administer and monitor federal and state grant funding (e.g., EBF, Title grants, ESSER, IDEA) to ensure compliance, documentation, and reporting accuracy.
Board of Education & Governance Support
- Attendance at evening Board of Education meetings and community events as required.
- Prepare and present financial, operational and capital reports at monthly Board meetings.
- Assist with development of Board agendas and supporting documentation related to finance, facilities, transportation, food service and operations.
- Provide data-driven analysis to support Board decision-making and policy development.
- Support public transparency initiatives, including financial disclosures and reporting.
- Collaborate with legal counsel and administration on contractual, financial, and operational matters.
Operations, Facilities & Risk Management
- Provide executive oversight of facilities planning, maintenance, capital improvement projects and long-term facility planning.
- Oversee transportation, food service, custodial operations and contracted services.
- Develop and implement operational efficiency strategies to maximize resource utilization.
- Manage district insurance programs, risk management strategies and compliance with safety regulations.
- Support district-wide emergency preparedness, safety initiatives and continuity of operations planning.
Procurement, Contracts & Fiscal Accountability
- Establish and oversee purchasing procedures consistent with Board policy and legal requirements.
- Lead competitive bidding processes and ensure compliance with public procurement laws.
- Review, negotiate and administer contracts and service agreements.
- Monitor vendor performance, contract compliance and fiscal accountability.
- Ensure internal controls and financial safeguards are implemented and maintained.
Human Resources & Personnel Financial Oversight
- Collaborate with Human Resources on salary schedules, benefits, staffing projections and collective bargaining financial analysis.
- Oversee payroll operations, benefit deductions and compliance with TRS and IMRF reporting requirements.
- Conduct financial modeling related to staffing structures and compensation planning.
- Support labor negotiations by providing fiscal analysis and sustainability projections.
Compliance, Audits & Regulatory Reporting
- Coordinate the annual independent audit process and ensure timely resolution of findings.
- Ensure accurate and timely submission of financial reports to ISBE and other regulatory agencies.
- Maintain strong internal controls, fraud prevention measures, and fiscal monitoring systems.
- Support FOIA responses and legal requests related to financial and operational records.
Leadership & Organizational Development
- Supervise, evaluate and develop Business Office and operational staff.
- Establish clear procedures, workflows and performance expectations.
- Promote a culture of transparency, accountability and service excellence.
- Collaborate with principals and department leaders to align fiscal resources with instructional priorities.
- Serve as an active member of the District’s executive leadership team, contributing to district-wide strategic planning and continuous improvement initiatives.

Salary/Benefits
$140,000 - $160,000. The District offers fringe benefits, including life, medical, dental and vision insurance.

The Assistant Superintendent/Chief School Business Official (CSBO) serves as the District’s chief financial and operational executive, providing strategic leadership and oversight for all business, financial and operational functions of the school district. As a key member of the Superintendent’s Cabinet, this position ensures fiscal integrity, operational excellence, regulatory compliance and long-term financial sustainability in alignment with the District’s strategic plan and Board of Education priorities.
The Assistant Superintendent/CSBO works collaboratively with the Superintendent of Schools, Board of Education, district administrators and community stakeholders to support student achievement through responsible stewardship of public resources and effective organizational management.
