ESSENTIAL FUNCTIONS:
- Financial Planning & Budgeting
- Develop budget, guidelines, coordinate preparation of the budget and assist department administrators in review of the budget.
- Utilize program budgeting procedures in preparing the District budget.
- Coordinate the presentation of and justification for additional analyses required to understand the following:
- Annual Budget
- District Financial Forecast
- Levy/Extension
- District Investments
- Cash Flow Analysis for short and long-term
- Cost Reduction and Efficiency Improvement
- Submit periodic statements to the Board of Education detailing the status of the budget appropriation.
- Monitor District current, future and long term debt.
- Administer and establish fee structures for the district
- Accounting & Finance Systems
- Establish and supervise a program of accounting and reporting for the financial affairs of the District.
- Establish controls for transfer of budgeted funds, as necessary.
- Prepare financial reports as required by state and federal agencies.
- Prepare appropriate financial reports to record data and provide information for management decisions.
- Oversee file of financial report annually for audit by an independent certified public accountant.
- Oversee implementation of audit suggestions on a timely basis.
- Monitor and approve the activities applicable to state and federal funded activities.
- Monitor a District-wide plan for the management of school activity, student body and school-based internal funds.
- Purchasing & Supply Management
- Coordinate the purchase, maintenance and inventory of all supplies and equipment for offices and instruction to take advantage of bidding, cooperative and bulk purchase, based upon requisition specifications.
- Develop and administer a program for securing contracted services.
- Direct the purchase, by competitive bidding, informal quotations and negotiation, of items of supply, equipment and contracted services necessary for the operation of the school district.
- Review or prepare bidding documents, including notice to bidders, instruction to bidders, specifications and the form of proposal.
- Oversee fixed asset inventory.
- Personnel Management & Collective Bargaining
- Support Directors on Matters Pertaining to : Finance, Facilities, Maintenance, Grounds, and Custodial
- Evaluate: Director of Financial Services, Director of Facilities, Business Financial Analyst, Accounts Payable/Administrative Assistant (w/ Director of Financial Services), & Financial Office
- Verify employee services and prepare special reports required for income tax, social security and other special withholdings.
- Prepare pertinent fiscal data for negotiations (HCHTA & HESS) including data relevant to benefit programs.
- Oversee the selection and revision of employee health insurance and wellness programs.
- Office Management
- Establish procedures for record keeping and maintaining all records that audit and legal requirements demand.
- Establish standard operating procedure manuals for the effective workflow of paper processing.
- Review form design and update form requirements as needed.
- Supervise administrative office services dealing with telephone, postage and office equipment operation, general mail receipt and distribution, including courier service for interschool mail and centralized copying/duplicating services.
- Program Management
- Develop a comprehensive plan for the Business & Operations Department
- Delegate the authority necessary to accomplish department functions.
- Implement and observe Business & Operations policies for the District.
- Develop and operate a management control system that monitors department activities.
- Administer District’s transportation program
- Manage the annual IDOT Hazard route process
- Overall planning of the transportation routes
- Monitor and modify components of the program to ensure efficiency and safety
- Ensure all bus drivers and buses meet the State mandated requirements
- Ensure all safety inspections and safety training is being implemented each year
- Administer District’s food service program
- Keeps abreast of issues and trends in the areas of school business administration through literature, participation in school business officials associations and attendance at approved workshops and seminars.
- Insurance/Risk Management
- Coordinate the student, workers' compensation, liability, automobile, and property insurance.
- Systems Management
- Create and maintain the necessary systems, records and procedures required to clearly report the fiscal management and business affairs of the District to comply with the Illinois School Code and Illinois Financial Accounting Manual
- Facilitate the development of information services processes and procedures in all District departments and make recommendations for improvement to the Superintendent
- Prepare recommendations on the anticipation and projection of the impact of national, state, and local legislation upon the fiscal planning of the District, and evaluate resources, situations and conditions
- Communicate all unusual or divergent conditions that may occur which will affect the affairs of the District
- Prepare and recommend additions and revisions to existing policies, procedures, and regulations relative to the operations and communication systems of the district
- Aid in reviewing, analyzing and evaluating pending legislation, legal mandates, regulations, and guidelines that may affect District programs, functions and activities.
- Assist with Freedom of Information Act (FOIA) responses and posting of information
- Oversee the completion and reporting of state and federal grants and reports
- Confer with the Assistant Superintendent of Learning to determine, establish and maintain the financial data necessary for compliance with grant requirements
- Identify physical plant needs; plan for continuous operation and mechanical maintenance of buildings
- Attend all regularly scheduled meetings of the Board and such staff meetings and committees as required by the Superintendent
- Serve as a member of the District’s negotiating team for all collective bargaining agreements
- Participate in the strategic planning process and directs efforts as assigned
- Oversee School Facility Planning and Construction
- In collaboration with the Director of Facilities, develop appropriate procedures for selecting and using the professional services of architects, engineers, risk managers, construction managers, general contractors and other professionals and understand their roles and responsibilities.
- Apply protocols and procedures involved in developing and using educational specifications and acquiring property for district use.
- Analyze the legal and administrative responsibilities of advertising, awarding, and managing construction contracts and knows how to respond to contractor bankruptcy, product failure, and poor workmanship.
- Evaluate the research, current practices and issues regarding the impact of energy, safety, and environmental factors.
- Analyze the legal context within which school facilities are planned, constructed and operated and the various federal and State agencies and their roles in the process.
- Develop educational specifications; analyze amortization of bond issues; evaluate buildings, etc.
- General Administration
- Act as advisor to the Superintendent concerning Business & Operations matters of general importance.
- Provide necessary business services in cooperation with the instructional activities of the School District.
- Participate constructively in professional meetings with administrative staff and colleagues.
- Meet deadlines and schedules, set priorities, and multi-tasking.
- Work under limited supervision following standardized practices and/or methods.
- Operate within a defined budget.
- Maintain confidentiality
- Perform such other tasks and assume such other responsibilities as the Superintendent may assign from time to time.
