Qualifications
Qualifications
· Bachelors or Master’s Degree in Business and/or Education and related financial experience.
· Certified Public Accountant (CPA) license preferred, or Chief School Business Official (CSBO) Endorsement, Certification in School Finance and Operations (SFO)
· Strong background in accounting and state financial reporting.
· Experience preparing and reviewing consolidated financial statements.
· Experience performing audits for governmental institutions (preference given to experience with Illinois school districts).
· Knowledge of and ability to use school financial accounting software.
· Knowledge of the audit process and ability to work with state and independent auditors.
· Ability to work in a collaborative, team-oriented environment.
· Excellent written and verbal communication skills.
· Strong organizational, analytical, and problem-solving skills.
· Highly motivated, flexible, and self-directed employee.
· Ability to maintain a high level of confidentiality while communicating with district employees.

Business/Financial Responsibilities:
· Supervise the management of the financial affairs of the entire school district.
- Establish and supervise a program of accounting adequate to record in detail all money and credit transactions.
- Establish and maintain system of recording and reporting of all revenues and expenditures in accordance with the Illinois Program accounting manual and school code.
- Establish and supervise a program of accounting adequate to record in detail all money and credit transactions.
- Supervise all accounting operations.
- Plans, develops, and oversees budget process which includes developing overall budget strategy and long-range planning, obtaining broad range of input, prioritizing needs, allocating resources among priorities, communicating with local stakeholders, staff, and Board, and developing mechanisms for monitoring and evaluation of financial performance.
- Plans, organizes, directs and controls the daily financial status of the District, and acts to protect, maintain, and improve procedures and processes where possible. Oversees internal audit procedures and controls.
- Is responsible for District accounting functions which involves such duties as preparing all financial records, reports, ledgers, and budgets, participating in internal controls, completing special projects, resolving questioned costs, ensuring compliance with Generally Accepted Accounting Principles, providing information to bid process, etc.
- Is responsible for cash management which involves such duties as providing information to banking firms during bid processes; making deposits and maintaining daily cash balance; directing custodian of funds; supervising preparation of monthly investment reports; forecasting short-term and long-term cash flow requirements; etc. Monitors District cash flow and maximizes the District's use of resources by implementing cost savings programs, generating investment income and through cost effective borrowing.
- Keep the Superintendent advised on matters relating to key issues and concerns emanating from matters related to finance and operations.
- Assist with the administration of resignation and/or retirement procedures.
- Interpret the financial concerns of the district to the community. Communicate with colleagues, students, parents, administration, and the community as needed to meet professional standards.
- Responsible for tax levy.
- Supervise and facilitate the completion of all mandated reporting related to district finances.
- Oversee and facilitate the processes and procedures necessary to complete and comply with legal requirements related to worker’s compensation claims.
- Manage the district’s real estate and insurance programs.
- Oversee and advise the Superintendent on matters related to assessment appeals.
- Maintain a continuous internal auditing program for all funds.
- Arrange for the internal and external auditing of school accounts.
- Supervise all student registration and residency issues and advise the superintendent on matters related to such.
- Assist in recruiting, hiring, training, supervising, and evaluating all business office support staff personnel.
- Serve on the Board negotiation team. Develop needed financials to facilitate negotiation process.
- Supervise the retention and destruction of business office records according to local records act.
- Reconciliation of all bank account and PMA statements.
- Month-end closings.
- Supervision and maintenance of Principal and Student Activity accounts.
- Supervise the District’s supporting services through the Directors of Transportation, Facilities and Operations
- Effectively supervises the operation of the school food services program and directs the efficient business management of the school lunch program to the Coordinator of Food Services. Directs a program of accounting and direct operations of the financial affairs of the school lunch program to ensure profit and compliance.
- Prepare and submit bid recommendations to the Superintendent.
- Development of bid specifications and facilitate the bid submission and acceptance process.
- Serves as facilities coordinator in all construction contracts with outside contractors, and directs all renovations, modifications, etc. by the maintenance staff and ensures compliance with strategies.
- Identifies and develops capital improvement projects as appropriate and coordinates the activities necessary for implementation, recordkeeping, and completion of such projects.
- Develop and issue all appropriate RFPs/RFQs for services in accordance with the due diligence project of the District.
- Oversee Life Safety and construction projects including assisting the Superintendent with the Facility Study Plan.
- Process recovery of outstanding student fees and NSF checks.
- Assist with the preparation of prospectus for bond sales and process bond wire transfers.
- Attend meetings, serve on committees, and perform such other duties and assume other responsibilities as may be assigned by the Superintendent.
- Attend Board of Education meetings to present and interpret financial monthly reporting. Prepare revenue, expenditure, and financial information for monthly Board of Education packets or as requested by the Superintendent.
