Director of Human Resources

Duties

JOB GOAL
The Director Human Resources, designs communication strategies and plans, to build a purpose-driven culture powered by personnel.

MAJOR DUTIES & PERFORMANCE RESPONSIBILITIES
The criteria indicated below are intended to describe various types of work that may be performed and is by no means all encompassing. Other duties may be assigned.

HUMAN RESOURCES/Communications

  • Identifies current and future needs of the district and aligns various processes and procedures, such as recruitment, orientation, on-boarding, career development and pathways, and retention/recognition/reward strategies
  • Uses stakeholder data and analytics and Human Resources to develop, design, monitor and measure employee communication plans and stakeholder engagement
  • Leads and ensures alignment and integration across all aspects of human resources communications, continuously improving overall effectiveness
  • Implements systematic onboard and offboarding processes for the district that include new teacher informational sessions and exit interviews
  • Leads aggressive recruitment processes for all vacant positions including posting vacancies, advertising, preparing, and tracking applications, pre-employment screenings, and background verification, ensures appropriate qualifications
  • Takes a proactive role in identifying and responding to issues of interest to employees; ensures proactive and effective employee communications regarding human resources
  • Uses human resources branding techniques to manage the district’s reputation as an employer with current and prospective employees and stakeholders
  • Upholds the established Board of Education policies, regulations and administrative procedures
  • Creates and revises job descriptions that include the qualifications required to perform certain responsibilities, physical requirements, and necessary qualifications
  • Supports the direction of investigation, analysis, and decision making process regarding personnel problems and/or other related policy issues
  • Keeps the Superintendent abreast on matters relating to key issues and concerns emanating from matters related to personnel
  • Stays abreast of current research and best practices in human resources management and development in educational and non-education related settings, and adjusts plans, policies and procedures accordingly
  • Oversees proper organization of the district office personnel files, records and credentials, and collects the official transcripts, resumes, and reference letters for these files
  • Coordinates district’s compliance with state and federal law and contractual provisions (i.e. qualified, endorsement, licensure requirements, trainings)
  • Serves on the negotiation team if requested by the Superintendent
  • Ensures the administration of the school system's performance evaluation programs, including seniority lists, assignments, and management of PERA
  • Facilitates the key components of the Teacher Mentor Program; support and facilitate the district's work in professional learning, continuous school improvement, teacher effectiveness, and increased student achievement
  • Supports the superintendent with issues related to the collective bargaining agreement
  • Manages Professional Growth and issues salary/hourly rate letters
  • Performs as the official FOIA officer of the District
  • Develops and maintains a system for personnel records for all school employees in order to provide a comprehensive, efficient, accurate and current record of all important matters pertinent to employment, transfer, tenure, seniority, leave, promotion, professional growth and advancement on the salary schedule
  • Prepares and disseminates announcements, general notices and personal correspondence
  • Administers procedures for complaints against employees
  • Administers procedures for employee attendance
  • Assists the Superintendent with employee misconduct investigations
  • Assists the Superintendent with substitute teacher practices and retention
  • Assists the Superintendent with the processing of grievances
  • Assists in the certificate renewal process
  • Effectively utilizes positive interpersonal skills in relating to staff, parents, students and colleagues
  • Interacts with staff, students and parents in a positive manner
  • Cooperates with colleagues in working toward stated goals
  • Communicates clearly in oral and written form
  • Creates and maintains an Employee Policy Handbook
  • Assists the Superintendent in creating the School Calendar in accordance with ISBE standards
  • Other duties as assigned by the Superintendent

Qualifications

  • Professional Educator's License with General Administrative Endorsement OR Bachelor's Degree In Human Resources/Business Administration
  • Three to five years of experience in a similar position is preferred
