Manufacturing, Engineering, & Trades CTE Program Coordination (Principal Consultant #486)

Duties

Reporting to the Director, provides support for work-based learning; provides leadership and consultative services to regional systems, local education agencies (LEAs) and other stakeholders to promote quality and innovation in Career and Technical Education (CTE); promotes equity in Career and Technical Education; plans and supports programs in Career and Technical Education and alignment to the Perkins V and state legislation and rules; administers grants and contracts; plans and coordinates professional development activities.

  • Works collaboratively within department and cross-functionally to develop, implement, manage, and monitor state and federal grant programs.
  • Reviews grantee budgets for programmatic and fiscal compliance.
  • Provides leadership, expertise, and support within the department, cross departmental, and externally in support of middle and secondary school transformation.
  • Provides leadership, expertise, and support within the Illinois State Board of Education (ISBE) and other educational agencies as it pertains to creation, establishment, and review of materials/resources and instructional support services within Career and Technical Education, the Illinois Learning Standards, and competency based education.
  • Advocates for equity in programming which supports all students.
  • Provides leadership to plan, develop, monitor and implement quality instructional programs in the Career and Technical Education with alignment to the Illinois Learning Standards and industry and technical skill standards.
  • Supports Education for Employment CTE system regions and school districts.
  • Provides state level support in areas of Manufacturing, Engineering, Technology, and Trades.
  • Facilitates data collection, compilation, and analysis for reporting and provides assistance implementing data driven strategic planning and continuous improvement plans/models which improve outcomes for students.
  • Coordinates the monitoring of Career and Technical Education program of study approvals.
  • Participates in agency and external group affiliates as directed in order to create, maintain, and build partnerships/relationships, and to disseminate agency information.
  • Creates, prepares, and participates in professional development, workshops, conferences, and committees as it pertains to the state plan and agency mission, vision, and goals.
  • Communicates effectively and speaks accurately on behalf of the Illinois State Board of Education.
  • Collaboratively reviews policies, procedures, rules, and legislation to ensure program compliance and improve overall effectiveness of programming in order to improve outcomes for students.
  • Participates in agency training and professional development activities to improve support to stakeholders.
  • Develops Requests for Proposals (RFPs) and grant applications and ensures compliance with state and federal rules and regulations and fiscal and programmatic practices.
  • Administers grants and contracts.
  • Assists in conducting research in the field of Career and Technical Education.
  • Reviews reports to meet evaluative, compliance and contractual requirements.
  • Performs other duties as assigned.

Qualifications

  • A Bachelor's degree with two years of professional experience in a Career and Technical Education field related to Manufacturing, Engineering, Technology and Trades (METT), or, a Master's degree in Education or any of the Career and Technical Education areas: Manufacturing, Engineering, Technology and Trades (METT); Agriculture, Food and Natural Resources (AFNR); Health Sciences; Computer Science/Information Technology; Human and Public Services/Education; Arts and Communication; Business, Finance, or Marketing. (COPY OF TRANSCRIPTS REQUIRED AT TIME OF APPLICATION)
  • Two years (in addition to education requirements) of working in Career and Technical Education and/or administrative experience at the k-12 level, community college level, higher education level, adult programs, or state level.
  • Federal or state grant experience.
  • Ability to use Microsoft Office.
  • Ability to effectively provide professional development.
  • Travel required.
  • Illinois Educator License or a CTE license with stipulations.
  • Experience related to providing work-based learning for students.
  • Career and Technical Education experience at secondary level.
