Business Office Manager

Duties

The primary role of this position is to assist in the administration of the District's business affairs in order to provide maximum service to the financial operation of the District. Responsibilities include, but are not limited to:  

  1. Gather departmental budgets to prepare a preliminary district-wide budget for the Superintendent and Principal; analyze historical data and budget trends; collaborate with administration to present the final annual budget to the Board of Education; and administer all phases of the budget throughout the fiscal year.
  2. Gather and maintain information and historical data related to past and current tax levies; assist in preparing and sharing levy-related data with the Superintendent and Principal.
  3. Work extensively with the District’s auditors in preparation for and completion of the annual audit.
  4. Serve as general accountant for the Board of Education, maintaining accurate and detailed records of all financial transactions in accordance with statute, administrative code, and Board policy.
  5. Oversee preparation of district payroll and ensure maintenance of records related to auditing requirements, tax laws, and employee benefits.
  6. Serve as backup support for payroll preparation as needed.
  7. Supervise and oversee the work of the Business Office Specialist and maintain working knowledge of all functions of that role.
  8. Attend meetings involving legal matters and other confidential matters as directed by administration.
  9. Collect and maintain required data for all new employees, ensuring compliance with Regional Office of Education requirements.
  10. Establish and supervise an accounting system adequate to record all revenues and expenditures in compliance with State Board of Education requirements and the Board-approved budget.
  11. Balance district accounts monthly and provide financial reports to the outside treasurer for independent reconciliation.
  12. Manage and provide financial data related to salary negotiations.
  13. Administer all Board-approved employee benefit programs, including medical, vision, and dental plans; maintain benefit records; balance health insurance accounts; and work closely with insurance providers and district personnel in administering benefit plans and policies.
  14. Ensure timely payment of all taxes and filing of required government forms and reports, including FIT, SIT, TRS, IMRF, unemployment insurance, and quarterly Form 941 filings.
  15. Invest Board funds in accordance with statute and Board policy.
  16. Perform duties related to school elections as required by law, working cooperatively with the county board of elections, county clerk, and Board of Education on all regular and special elections, including notices and materials.
  17. Publish required legal notices related to district business.
  18. Prepare state and federal accident reports as required.
  19. Assist teachers with licensure updates through the Illinois State Board of Education and ensure all employed teachers are properly licensed and highly qualified.
  20. Prepare and distribute individual contracts and wage notices for licensed and classified personnel.
  21. Maintain positive working relationships with certified and classified staff; exercise independent judgment and discretion; address concerns and complaints; and support a positive work environment.
  22. Assist in the annual issuance of 1099, 1095, and W-2 forms.
  23. Maintain records for sick, personal, vacation, and other leave types.
  24. Update seniority lists annually in January and submit them to the Board of Education for approval.
  25. Prepare and present monthly financial reports to the Board of Education; respond to questions and provide clarification as needed.
  26. Ensure appropriate internal controls are established and maintained for all business office functions.
  27. Post employment openings; process and collect application materials; schedule interviews as requested; and assist with new employee documentation and orientation.
  28. Perform other duties as assigned.

Qualifications

  1. Associate’s degree in accounting, business, or finance required; bachelor’s degree strongly preferred. Minimum of five years of accounting or bookkeeping experience preferred.
  2. High degree of proficiency in office procedures, administrative functions, accounting, and payroll. Ability to maintain confidentiality is required.
  3. Demonstrated aptitude with computer software and hardware, including but not limited to email, internet applications, and the Microsoft Office suite.

Salary/Benefits

Twelve-month position. Salary to be established by the Board of Education and commensurate with experience and qualifications. Anticipated salary range: $60,000 – $70,000. Work hours to be determined by the Superintendent.
