Assistant Superintendent for Human Resources

Duties

ESSENTIAL DUTIES: 

  1. Supervises and monitors all HR systems, processes, and procedures to ensure quality control, accuracy of reporting, and compliance with all local policies and procedures, and state and federal laws, statutes, and requirements.
  2. Provide administrative oversight regarding all personnel records systems and retention/destruction procedures to ensure compliance with district policies and procedures and state/federal requirements, including access to all personnel records, electronic communications, and documents stored on the district network or hardware devices. 
  3. Provide administrative oversight in assuring  compliance for teacher and administrative license renewals and maintains and approves staff professional growth plans as required. 
  4. Directs the employee evaluation programs including development of procedures, recordkeeping and disciplinary action for certified and non-certified staff. 
  5. Directs and evaluates staff orientation and induction programs including mentor programs for new employees.
  6. Maintains the work structure by updating job requirements and job descriptions for all positions and chairing all job description review committees. 
  7. Advises payroll of salary placement for all employees, assists with annual salary reviews of administrative and non-union staff. 
  8. Provide leadership regarding recruitment, selection, and assignment of all personnel, including annual and longitudinal staff planning activities. 
  9. Administers the provisions of various contracts and salary schedules for all personnel working under negotiated contracts, and maintains a record of all personnel contracts entered into by the District. 
  10. Develops and monitors the process for establishing annual seniority lists..
  11. Develops and monitors the processing and reporting of  workers’ compensation,  medical claims, and unemployment claims. 
  12. Conducts or oversees investigations related to complaints pertaining to violations of policy, code or statute, and implements appropriate disciplinary action when necessary. 
  13. Develops, implements and monitors budgets as needed for areas of responsibility 
  14.  Provides leadership and oversight regarding  programs for recruiting, selecting and assigning personnel. 
  15. Provide leadership and departmental organization related to  human resources staff by selecting, training and evaluating HR employees in accordance with the district’s values, mission, and goals. 
  16. Acts as liaison to the Orland Council of Educators.
  17.  Prepares, updates or recommends human resources policies and procedures. 
  18. Serve as the district’s Non-Discrimination Coordinator and Title IX Appeals Officer and ensure that all investigatory processes and procedures are implemented with fidelity and are compliant with all policies and state/federal requirements.
  19. Acts as a designee of the Superintendent at the appropriate stages of grievance procedures as initiated under contract provisions. 
  20. Assists in negotiations with bargaining units representing all classified and certified personnel.
  21. Collaborates with the Superintendent on projects of special interest to the district. 
  22. Assumes essential duties of the Superintendent when directed by the Superintendent in his/her absence. 
  23. Other such duties and responsibilities as may be assigned by the Superintendent. 

Qualifications

Applicants are required to have a Master's degree from an accredited college or university. Superintendent license preferred; strong leadership and communication skills; deep understanding of social emotional learning supports and student discipline; and building administrative experience at the district and/or school level preferred.

Certificates, Licenses, Registrations,Certifications:

  •  Professional Educators’s License
  • Valid Illinois Professional Educator License (PEL) with a General Administrative Endorsement, Type 75 Administrative or Principal's Leadership Endorsement 
  • SHRM Senior Certified Professional (SHRM-SCP) preferred
  • pHCLE certification preferred

 Education and/or Experience 

  •  Master’s Degree in Educational Administration
  • Superintendent’s Endorsement preferred
  • Minimum of 5 years experience in Education is required 
  • Minimum of 3-5 years administrative experience is required

  • Demonstrated ability to effectively collaborate with all stakeholders in facilitating continuous organizational improvement

  • Ability to effectively communicate with all stakeholders within the organization.
  • Demonstrated ability to develop and maintain professional and productive relationships with all stakeholders. 
  • Capacity and commitment to effectively model, articulate, and support the district’s mission, vision, values, and goals. 

PHYSICAL DEMANDS/ WORK ENVIRONMENT 

The work environment characteristics are representative of those an employee encounters while performing the essential functions of this job. While performing the duties of this job, the employee is occasionally exposed to moving mechanical parts. The noise level in the work environment is usually moderate. 

 

Salary/Benefits

  •  FLSA: Exempt
  • Job Category: Licensed Administration 
  • Job Classification/Work year: Full-Time/12 Months
  • Salary Range: $130,000 - $155,000
  • Supervisory responsibilities: Community Relations Specialist and Human Resources Staff
  • Benefits: This position includes a comprehensive benefits package including Board-paid TRS and THIS contributions,100% district-paid medical and dental insurance and $5,000 annual annuity 

 

Additional Notes

This position will begin July 1, 2026.  Applications will be reviewed in January with interviews beginning in early February 2026.

This position will be located at the District Office - 15100 S 94th Avenue, Orland Park, IL.  Some travel will be required to district schools (10), college career fairs, job fairs, conferences, etc. as needed.
