Position Title: Director of Buildings and Grounds
Location: District Office
Direct Supervisor: Chief School Business Official
Supervises: Maintenance Staff, Seasonal Maintenance, Custodial Staff
Job Goal: To provide leadership and strategic direction for the maintenance, repair, and operational efficiency of all district facilities, ensuring a safe, healthy, and pleasant learning and working environment for students and staff across four elementary schools and one middle school. This includes the proactive management of building systems, grounds, and custodial services.
Requirements:
- High School Diploma or equivalent required; Bachelor's degree in facilities management, engineering, business administration, or a related field preferred.
- Minimum of 5 years of progressive experience in building maintenance and repair, including demonstrable expertise in carpentry, electrical, plumbing, HVAC systems, and general building operations. Experience in a multi-site environment, preferably within an educational or public sector setting, is highly desirable.
- Must possess a valid driver’s license and maintain insurability as required by the district.
- Strong understanding of and ability to enforce school regulations, safety protocols, and district policies in a professional and consistent manner.
- Excellent interpersonal and communication skills with the ability to establish and maintain positive working relationships with all stakeholders, including fellow employees, students, administrators, and external contractors.
- Demonstrated ability to understand and follow complex oral and written instructions, technical manuals, and regulatory guidelines.
- Ability to push/pull 50lbs and demonstrate sufficient strength, agility, and dexterity required to perform all essential tasks, including physical inspections of facilities and oversight of maintenance activities.
- Proficiency in using technology for work order management, inventory control, communication, and basic data analysis.
- Knowledge of relevant federal, state, and local regulations related to building codes, safety, environmental compliance (e.g., asbestos, lead), and accessibility (ADA).
- Experience in developing and managing budgets, including forecasting needs, prioritizing expenditures, and ensuring cost-effectiveness.
- Proven ability to lead, supervise, and evaluate a diverse team of maintenance and custodial staff, fostering a collaborative and productive work environment.
- Strong problem-solving and decision-making skills with the ability to identify issues, develop effective solutions, and implement them in a timely manner.
- Ability to prioritize and manage multiple projects and tasks effectively, often under pressure and within deadlines.
- Commitment to continuous improvement and staying current with best practices in facilities management and maintenance.
PERFORMANCE RESPONSIBILITIES:
- Strategic Planning and Management: Develop, implement, and oversee comprehensive plans and procedures for the regular and ongoing maintenance, repair, and custodial care of all district facilities (four elementary schools and one middle school) and office facilities. This includes preventative maintenance schedules, energy management initiatives, and long-term capital improvement planning.
- Staff Supervision and Development: Recruit, screen, interview, and recommend personnel for hiring within the maintenance and custodial departments to the CSBO. Assign, direct, supervise, train, and evaluate all maintenance staff, seasonal maintenance personnel, and custodial staff, ensuring accountability and high-quality work. Foster professional growth and development opportunities for team members.
- Resource Management: Select, procure, and manage custodial and maintenance supplies, equipment, and materials for the district, ensuring cost-effectiveness and maintaining an appropriate inventory across all sites. Oversee the proper use, maintenance, and repair of all district-owned equipment.
- Scheduling and Coordination: Develop and maintain efficient work schedules for each building, ensuring adequate staffing levels and the timely completion of tasks. Supervise the distribution of supplies and equipment to each location.
- Communication and Training: Conduct regular meetings with custodial and maintenance staff for in-service training, information dissemination, safety briefings, and to foster a positive team environment and address any concerns.
- Summer Programs and Projects: Plan, organize, and supervise comprehensive summer cleaning and maintenance programs and schedules, ensuring facilities are prepared for the start of the new school year. Oversee summer project work performed by internal staff and external contractors.
- Grounds Management: Supervise the grounds crew in developing and implementing a program for maintaining and improving the district's sites, including landscaping, athletic fields, parking lots, and walkways, ensuring safety and aesthetic appeal.
- Repair Guidelines and Emergency Response: Establish clear guidelines and protocols for the division of responsibilities for routine and minor in-school repairs, as well as emergency repairs. Ensure efficient and timely response to urgent maintenance needs.
- Facility Inspections and Communication: Conduct regular inspections (at least quarterly, and more frequently as needed) of all school buildings and grounds to assess custodial work, identify maintenance needs, ensure safety compliance, and address any concerns raised by principals and staff. Communicate findings and recommendations to building principals and the CSBO.
- Budget Management: Assist the CSBO in the preparation and administration of the custodial and maintenance budget. Monitor expenditures, track costs, and ensure adherence to budgetary constraints. Prepare periodic reports on purchasing and budget status.
- Project Management: Assist in the planning, supervision, and execution of all maintenance and repair work, ensuring high standards of safety, cleanliness, efficiency, and adherence to project timelines and budgets. This includes both in-house projects and those managed by external contractors.
- Timekeeping and Payroll: Monitor the time records of all custodial and maintenance staff and certify them for accurate salary payments.
- Inventory and Procurement Recommendations: Maintain a comprehensive inventory of supplies, tools, and equipment and proactively recommend purchases of suitable replacements and new items to the CSBO.
- Performance Evaluation: Assist the CSBO in the annual evaluation of the job performance of all custodial and maintenance staff, providing constructive feedback and identifying areas for improvement.
- Safety and Compliance: Constantly strive to promote the safety, health, and comfort of employees, students, and visitors to all school facilities. Ensure compliance with all relevant safety regulations, building codes, environmental regulations, and ADA requirements. Develop and implement safety training programs for maintenance and custodial staff.
- Repair Prioritization and Recommendations: Establish priorities for repair projects based on urgency, safety concerns, and impact on the learning environment. Make clear and well-justified recommendations for repair projects to the CSBO, including potential solutions and cost implications.
- Work Order Management: Monitor the procedures for receiving, prioritizing, assigning, and tracking work orders submitted by building principals and head custodians, ensuring timely and effective completion.
- Preventative Maintenance Programs: Consult regularly with all building principals regarding the establishment and implementation of effective preventative maintenance programs to minimize costly repairs and extend the lifespan of building systems and equipment.
- Contractor Management: Advise the CSBO in the hiring of external contractors to perform specialized maintenance and/or repair services. Oversee the work of contractors to ensure quality, adherence to specifications, and timely completion.
- Energy Management: Implement and monitor strategies to optimize energy consumption across all district facilities, identifying and implementing cost-saving measures.
- Capital Improvement Planning: Contribute to the development of long-range capital improvement plans for district facilities, identifying needs and recommending projects to maintain and upgrade buildings and grounds.
- Other Duties: Perform other duties as assigned by the CSBO or the Superintendent.
TERMS OF EMPLOYMENT:
Twelve-month employment (260 days excluding paid legal holidays and paid vacations). Salary established by the Board of Education.
SCHEDULING:
The schedule is subject to change based on district demands, including the need to respond to emergencies or oversee evening/weekend projects. Attendance at Board of Education meetings may be required.
