Duties
POSITION SUMMARY: The Business Manager/Chief School Business Official leads the business office in all areas of finance, grants, and Medicaid claims, as well as personnel reporting, and student reporting for the Cooperative and its member districts.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Serves as a member of the LASEC Executive leadership team.
- Responsible for day-to-day implementation and operation of LASEC’s fiscal policies.
- Assist and support the Cooperatives Administrative Agent's Business Manager in all fiscal matters related to the Cooperative.
- Assist and advise the Executive Director in developing and allocating funds for the local budget and federal special education grants.
- Prepare and submit the local budget.
- Collaborate with member districts to support the preparation and tracking of federal special education grants.
- Assist districts in developing the special education component of their local budgets.
- At least once annually, in-service districts regarding preparation of paperwork necessary for State categorical and Medicaid reimbursements.
- Provide additional support and in-service to Districts as requested throughout the year.
- Check for accuracy and monitor all LASEC expenditures and revenues.
- Manage the development, accuracy, and submission of all LASEC and District approvals and claims for State categorical reimbursement for personnel, extraordinary, private tuition, orphanage, and room and board.
- Work in collaboration to manage the development, accuracy, and submission of all LASEC and member District claims for Medicaid reimbursement.
- Serve as liaison between districts and other public and private agencies.
- Monitor and review district special education expenditures and revenues and recommend adjustments.
- Monitor State reimbursement approvals and disapprovals for special education personnel and keep the Executive Director advised.
- Responsible for facilitating the technology infrastructure in the cooperative.
- Monitor, maintain, and enhance all databases (e.g., transportation, attendance).
- Maintain personnel records for each LASEC employee.
- Advise, assist, and support LASEC staff in completing required reports and paperwork.
- Assume responsibility for and/or assist Districts in completing specialized reports, (e.g., IDEA Compliance, OCR Compliance, audits).
- Participate in ISBE and federal workshops to stay abreast of changes in rules and procedures related to areas of responsibility.
- Assume and fulfill any other responsibilities as assigned by the Executive Director.
SUPERVISORY RESPONSIBILITIES: The Business Manager supervises the designated clerical staff and Technology Specialist.
Qualifications
QUALIFICATION AND KNOWLEDGE REQUIREMENTS: In order to perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. - CPA with experience as an auditor
- Strong background and experience in accounting and fund accounting
- Chief School Business Official Endorsement would require an accounting background
- Demonstrated attention to detail with a high degree of accuracy.
- Flexible, self-starter with the ability to set goals, prioritize tasks, and handle multiple projects.
- Demonstrated ability to perform essential duties within Cooperative requirements and Executive Committee/Board policies.
- Experience with online school business software is helpful.
- Proficiency in Microsoft and Google software.
Salary/Benefits
$90,000 -$120,000 with a regionally competitive benefits package
