Duties
The Assistant Superintendent of Human Resources is responsible for providing strategic leadership, direction, and oversight for all human resources operations across Hawthorn School District 73. This position oversees employee recruitment, selection, onboarding, labor relations, performance management, compliance with state and federal laws, employee benefits administration, and HR policies and procedures.
ESSENTIAL FUNCTIONS
- Coordinate with the Superintendent to develop and manage the District staffing plan, and compensation structure.
- Collaborate with the Business Department to support benefits, the District’s Employee Assistance Plan, manage retirements and ensure all employee changes are communicated and processed.
- Coordinate the teacher certification process and keep abreast of changes related to ISBE requirements.
- Assist in the preparation for collective bargaining.
- Coordinate and manage the function of personnel services for the School District including, employment, reappointment, performance appraisal, contracts, counseling, personnel research, unemployment compensation, worker compensation, and retirement systems.
- Supervise the evaluation process of all personnel within the department of personnel services as well as overall supervision of the evaluation of all personnel within the school system.
- Oversee all aspects of staff recruitment, selection, and hiring processes.
- Develop university partnerships to obtain high-quality student teacher candidates and oversee their placements.
- Oversee the recruitment, onboarding, and support of substitute teachers.
- Assist the Superintendent in organizational analysis and development.
- Coordinate and manage the development and implementation of personnel policies and procedures.
- Prepare personnel reports for all Board of Education meetings.
- Serve as advisor to supervisory personnel in the resolution of personnel problems in their area of responsibility.
- Direct and monitor the processing of leave requests in accordance with law, regulation and School Board policy and ensure leaves and all policies are consistently enforced.
- Coordinate the development and evaluation of job descriptions and evaluation systems regularly.
- Conduct employment interviews for teaching personnel when required, exit interviews for retiring personnel, and other conferences related to the personnel function and communicate to departments.
- Prepare all required reports and maintain all appropriate records to ensure compliance with regulatory agencies.
- Assist the other Directors and Coordinators in the development and implementation of appropriate Human Resource Management Development System in-service activities.
- Serve as custodian of all regular and confidential personnel records.
- Prepare Human Resources Department Comprehensive Plan and budget.
- Perform such other tasks and responsibilities as assigned by the Superintendent.
Salary/Benefits
$155,000 annually or higher, commensurate with equivalent work experience.
