Duties
PERFORMANCE RESPONSIBILITIES:
Personnel and Student Management:
- Coordinates the functions of related services staff including psychologists, social workers, health staff, speech/language therapists, occupational therapists and physical therapists.
- Ensures health staff accurately enters and reports student attendance.
- Maintains the special education records for all district students receiving special education services.
- Assists the District office administrators and building principals in recommending employment, assignment and evaluation of special education and pupil personnel.
- Participates in planning, creation, and implementing special education and pupil personnel staff development activities.
Administrative Management:
- Keeps informed of legal requirements governing the delivery of special education programs and pupil personnel services.
- Assists in the creation of school policies and the development of procedures related to special education.
- Evaluates existing special education programs and services including curriculum and instruction.
- Coordinates out-of-district student special education placements in both public and private facilities.
- Arranges and assists in the coordination of transportation for all students requiring special services.
- Cooperates with public and private agencies, organizations and professional personnel in securing and providing appropriate services for students with disabilities.
- Represents the district on appropriate state, professional, and community organizations involved in the area of special education.
- Monitors individual student cases and represents the Board of Education in special education due process proceedings.
- Represents the district as its compliance officer for Section 504 of the Rehabilitation Act of 1973.
Financial Management:
- Develops and manages the budget for special education and pupil personnel services.
- Responsible for reviewing records and other documents legally or financially required for special education purposes including those related to federal and state grants, reimbursement programs, and Medicaid claims processed through NDSEC.
- Manages Non-public Proportionate Share funds for parochial schools, ensuring effective allocation of funds to support services and compliance requirements for students identified as being eligible for special education in a parochial school.
- Approves all supplies, materials, textbooks, and equipment used by special education personnel and maintain a permanent inventory of equipment purchased.
Program Management:
- Establishes child-study teams and assists in the coordination of child-find programs for the identification of children with disabilities within the District.
- Develops and maintains procedures for referral, evaluation, identification and placement of students with disabilities including homebound and hospital instruction.
- Assists building teams in the special education processes of referral, identification and placement of individual students on an as-needed basis.
- Coordinates and maintains general supervision for special education programs and services provided to students with disabilities.
- Assists in the administration of the Early Childhood Program and related grant programs .
- Communicates and interprets the District's special education programs and services to the Board of Education, administration, staff and community.
- Develops and maintains procedures for referral, evaluation and identification of students needing a case-study in the parochial school.
- Liaison to NDSEC.
Supervision/Evaluation:
- Supervises and evaluates the Coordinators of Special Education
Other:
- Serves as liaison with Headstart and Addison Early Childhood Collaborative
- Attend meetings and lead or serve on committees as may be assigned by the Deputy Superintendent for Teaching and Learning.
- Assumes such other duties and responsibilities delegated by the Deputy Superintendent for Teaching and Learning and/or the Superintendent.
