Assistant Superintendent of Human Resources

Position Purpose:
The Assistant Superintendent of Human Resources serves as the district's senior leader responsible for the strategic direction, leadership, and management of all human resources functions in support of a complex educational organization serving approximately 12,300 students. The Assistant Superintendent of Human Resources develops and implements comprehensive human capital strategies to recruit, support, develop, and retain highly qualified employees across all employee groups. This position ensures the district maintains a high-performing workforce aligned with the district's mission, strategic priorities, and commitment to student success.
The Assistant Superintendent of Human Resources provides leadership in personnel management, labor relations, recruitment and retention, leadership development, and organizational effectiveness. The position ensures compliance with all federal and state employment laws, Illinois education regulations, and Board of Education policies while fostering a culture of professionalism, collaboration, equity, and continuous improvement.
Essential Functions:
1. Provide strategic leadership and direction for all district human resources programs and services.
2. Develop and implement a comprehensive human capital strategy aligned with the district's strategic plan and long-term organizational goals.
3. Lead recruitment, hiring, and retention initiatives to ensure the district attracts and retains highly qualified teachers, administrators, and support staff.
4. Oversee personnel management systems including staffing, onboarding, evaluation processes, employee relations, and personnel records.
5. Provide leadership for employee relations, including investigations, disciplinary processes, employee support, and resolution of workplace concerns.
6. Lead and support collective bargaining processes, contract administration, and labor-management relations with employee groups.
7. Ensure compliance with federal and state employment laws, Illinois School Code requirements, and Board of Education policies.
8. Direct the development and implementation of personnel policies, procedures, and best practices.
9. Collaborate with district leadership to align staffing decisions with enrollment projections, instructional programming, and strategic priorities.
10. Oversee the management and integrity of human resources data systems and personnel records.
11. Provide guidance and recommendations to the Superintendent regarding staffing needs, personnel trends, and organizational effectiveness.
12. Promote equitable hiring practices and support initiatives that foster a diverse and inclusive workforce across the district.
13. Represent the district in human resources matters with legal counsel, professional organizations, and external agencies.
14. Maintain confidentiality and exercise sound professional judgment in all personnel matters.
15. Perform other duties as assigned by the Superintendent and/or designee.
Qualifications
1. Master's degree in Human Resources, Educational Leadership, Public Administration, Business Administration, or related field required
2. Juris Doctor (J.D) or other legal training related to employment labor law (preferred)
3. Illinois Professional Educator License with Administrative Endorsement (preferred)
4. Professional certification or working towards certification from the HR Certification Institute (PHR, SPHR, or equivalent) or Society for Human Resource Management (SHRM-CP or SHRM-SCP)
5. Minimum of five years of progressively responsible leadership experience in human resources, organizational leadership, or educational administration
6. Experience in public sector or K–12 school district human resources (strongly preferred)
7. Demonstrated experience working in complex organizations with multiple employee groups and collective bargaining units
8. Proven success leading strategic initiatives in recruitment, talent development, employee relations, and organizational improvement
Knowledge, Skills, and Abilities
1. Extensive knowledge of federal and Illinois employment law, public sector labor relations, and educator licensure requirements
2. Strong leadership, cultural competency strategic planning, and organizational management skills in alignment with the district strategic plan and values
3. Ability to develop and implement systems that support talent recruitment, development, and retention
4. Excellent communication, collaboration, and conflict resolution skills
5. Ability to analyze personnel data and organizational trends to inform decision-making
6. High level of integrity, professionalism, and discretion when managing sensitive personnel matters

Salary Range:
$200,265 to $220,805
