Duties

Function / Position Summary

The primary purpose of this position is to direct the day-to-day operations of the group benefit programs (medical, dental, life, flexible spending plans, disability, and worker's compensation); provide excellent customer service and quality benefit plans; investigate new benefit programs, improve existing programs and policies, supervise and monitor benefit administration; develop cost control procedures to assure maximum coverage at the least possible cost to district and employee; and provide analytical and technical support in the delivery of the benefit programs.

Job Duties / Responsibilities

  • Administer employee benefit programs such as medical, dental, life, flexible spending plans, disability programs, and worker's compensation.
  • Evaluate and compare existing benefits with those of other employers by analyzing other plans, surveys, and other sources of information. Plan, develop, and/or participate in area and industry surveys.  Analyze results of surveys and develop specific recommendations for review by administration.
  • Handle benefit inquiries and complaints to ensure quick, equitable, courteous resolution. Maintain contact in person, phone, or mail with physicians, insurance companies, employees, and beneficiaries to facilitate proper and complete utilization of benefits for all employees.
  • Implement new benefit programs, arrange, and conduct employee information presentations and enrollments.
  • Evaluate and revise internal processes to reduce costs and increase efficiency. Document and maintain administrative procedures for assigned benefit processes.  Ensure proper distribution of assignments and responsibilities.  Plan, schedule, and direct work.  Ensure compliance with applicable government regulations.  Assure timelines and accuracy of required filings.  Develop long-range objectives regarding benefit programs in conjunction with the benefits team. 
  • Coordinate daily benefit processing, including enrollments, terminations, changes, beneficiaries, and disability. Oversee maintenance of benefit files and updating of employee payroll records.  Gather employee data and oversee the processing of monthly billings and the preparation of vouchers for payment of administrative fees for all group plans.
  • Supervise maintenance of human resource records. Supervise maintenance of enrollment, application and claims records for all benefit plans.
  • Supervise the FMLA/leave of absence process for all employee groups.
  • Supervise the ADA reasonable accommodation process for all employee groups.
  • Communicate frequently with employees so that all are aware of opportunities and adjustments in the benefit plans.
  • Must maintain confidentiality.
  • Other duties as assigned.

Qualifications

  • Three to five years related employee benefit administration experience.
  • Bachelor's degree.
  • Knowledge of all pertinent federal and state regulations, filing and compliance, adopted and pending requirements affecting employee benefit programs, including COBRA, HRA, HSA, FMLA, ADA, Section 125, HIPPA, worker's compensation, Medicare, Social Security, and DOL requirements.
  • Knowledge of benefit contract language.
  • Computer proficiency and technical aptitude with the ability to utilize MS Word, Excel, PowerPoint, Access, and Google Suite, and HRIS system(s).

Salary/Benefits

The salary range for this position is $85,602.00 - $128,410.00.  Our typical practice is to hire in between the minimum and midpoint ($106,999.00).
