Assistant Superintendent for Business Services/CSBO

Duties

PURPOSE: To support the District’s strategic plan by overseeing and directing the administration and coordination of the budget, fiscal planning, purchasing, transportation, food and nutrition services, school safety, building maintenance and operations. The Assistant Superintendent will assist the Superintendent in the overall management of the District.
 
QUALIFICATIONS:

  1. Valid Illinois PEL with Administrative Endorsement;
  2. Chief School Business Official (CSBO) Endorsement;
  3. Superintendent Endorsement preferred;
  4. Minimum of five years of successful experience as a school business official;
  5. Master’s Degree.

 
KNOWLEDGE AND SKILLS:

  1. Strong communication skills, with a focus on consultation and collaboration.
  2. Strong understanding of the development and monitoring of effective teams.
  3. Advanced leadership, management, problem solving, collaboration, and financial management skills.
  4. Extensive experience and understanding of federal and state laws regarding school finance.
  5. Ability to maintain a balanced budget and provide recommendations to ensure the financial health of the District.
  6. Provide support to district personnel to ensure a safe and effective working environment.
  7. Ability to problem solve and collaborate around District needs.
  8. Ability to facilitate difficult conversations with a focus on problem solving and consensus building.
  9. Understand data analysis and interpretation to make data-based decisions.
  10. Communicate in positive and proactive ways that are supportive of all stakeholders.

 
PERFORMANCE RESPONSIBILITIES:

  1. Assumes responsibility for budget development, control, annual financial report, and long-range financial planning;
  2. Directs the administration for all accounting records, the payment of all bills and other accounts payable, the preparation of payrolls, the taking of inventories, and the preparation of all financial reports;
  3. Assists all auditors in procuring any information necessary to audit the financial records of the District;
  4. Supports the understanding and implementation of the District Strategic Plan, related strategies, and action plans in connection to initiatives taking place in the District and/or schools;
  5. Completes bank reconciliation and serves as the District’s Treasurer;
  6. Monitors cash flow, banking, and investments in accordance with Board Policy;
  7. Holds the signatory authority for local, state and federal documents requiring Superintendent’s approval in matters related to the Business Services Department;
  8. Oversees the collection of student fees;
  9. Develops and administers a program for purchasing contract services, supplies and equipment;
  10. Develops a long-range facility maintenance program and supervises plant construction in collaboration with the Director of Operations;
  11. Oversees school safety and coordinates with district team members in maintaining District safety emergency response plans;
  12. Administers, through the Director of Food & Nutrition Services, the services and the school meals program;
  13. Administers, through the Director of Operations, the management of facilities and grounds;
  14. Administers, through the Transportation Manager, the District’s transportation services;
  15. Establishes and supervises a program of accounting and reporting for the financial affairs of the District;
  16. Plays a key role in all aspects of the collective bargaining process;
  17. Supervises the development of required financial reports as required for all funds;
  18. Consults with the Superintendent, Cabinet and the District Leadership Team on questions relating to the District’s business affairs, including associated collective bargaining requirements;
  19. Prepares and submits to the Board of Education reports and other documents required;
  20. Supervises Coordinator of Business Services, Payroll Manager, Accounts Payable Coordinator, Benefits Coordinator and Business Office Specialist;
  21. Actively serves in a consultative and leadership role in the Superintendent’s Cabinet;
  22. Facilitates communication between district and school administration for the purpose of evaluating situations, solving problems and/or resolving conflicts surrounding District issues;
  23. Maintains and shares knowledge of state financial and legal requirements with the Board of Education, administrators, staff and parents as needed;
  24. Collaborates with fellow assistant superintendents and directors in the field to enhance knowledge;
  25. Attends appropriate meetings and conferences related to the position;
  26. Attends and participates in district committee meetings as assigned;
  27. Performs other duties as assigned by the Superintendent.

 
PHYSICAL DEMANDS:
While performing the duties of this job, the employee is regularly required to stand, walk, talk, hear, taste, and smell. The employee is occasionally required to sit; climb or balance; and stoop, kneel, crouch, or crawl. Frequent and repetitive activities including hands, arms, and legs for clerical related work. The employee must occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
 
WORK ENVIRONMENT:
While performing the duties of this job, the employee regularly works inside but could occasionally be outside and is subject to noises associated with an office environment that is deemed moderate.
 
TERM:  12 Months
