Duties

Purpose

The Director of Personnel Services provides strategic oversight of the Human Resources Department. This position promotes efficiency, collaboration, and accountability across district leadership to enhance operational effectiveness, ensure quality employee recruitment and retention, and support student achievement.

Essential Functions:

Human Resources Leadership

  • Oversee the Human Resources Department, ensuring compliance with district policies, state regulations, and federal employment laws and ensures the completion of all necessary reporting.
  • Develop and implement strategic initiatives for staff recruitment ensuring active collaboration with departments, and employee retention, with a focus on building a diverse and high-performing workforce.
  • Oversees the entire district employment process including but not limited to posting of vacancies, screening of applicants, extending offers of employment, new employee onboarding, etc. 
  • Ensure timely resolution of employee relations issues and promote a positive organizational culture.  Closely consults and collaborates with the appropriate cabinet officer in all matters related to employee conduct and discipline.
  • Collaborate with district leadership to address staffing needs, workforce planning, and succession strategies including the annual staffing plan.
  • Monitor the development and implementation of policies and procedures related to employee benefits and compensation.
  • Effectively oversees creation of employee seniority and reduction in force lists, administer employee compensation and benefits, and management and monitoring of employee absences and leaves. 
  • Supports cabinet officers in the development and implementation of employee evaluation and performance improvement systems.  
  • Supports the superintendent, the cabinet, and members of the administration in maintaining a strong and collaborative relationship with the District 21 Education Association (DEA) and actively participates in the collective bargaining process.  

Operations and Process Improvement

  •  Identify opportunities to streamline operations, improve organizational processes, and enhance cross-departmental collaboration.

Leadership and Professional Development

  •  Foster a culture of accountability, innovation, and continuous improvement among district leaders and staff.

Qualifications

  • Master’s degree in human resources management, public administration, business administration, or a related field (required).
  • Minimum of five (5) years of experience in leadership roles, with a focus on human resources or organizational management (required).
  • Experience in K-12 education, public sector, or non-profit organizations (preferred).
  • Prior experience in collective bargaining and labor organization relations (strongly preferred).
  • Project Management Professional (PMP) Certification (preferred)
  • Fluency in Spanish or Russian (preferred)

Salary/Benefits

Salary ranges from $115,000 to $130,000, plus benefits. 

Final salary offer negotiable based on qualifications and experience.
