Duties
The Deputy Superintendent position will support and enable the Districts Strategic Plan. Develop the vision, mission, goals, and objectives and measurable outcomes for all internal Operation Departments in collaboration with other District leaders to ensure that U-46 meets the diverse needs of students, parents, and the community. Build capacity within each Operations Department to ensure effective and efficient services through strong leadership and management practices. Provide leadership and support on increased standards and quality improvement in all operation areas of the District, including internal operations (Information Services, Food and Nutrition Services, Transportation, and Plant Operations) and resource management (Financial Operations (includes Payroll). The Deputy Superintendent of Operations (CSBO/COO) will work collaboratively with the Deputy Superintendent of Instruction, Chief Legal Officer and the Assistant Superintendent of Human Resources and other key leaders to ensure aligned support and services to schools and programs. The Deputy Superintendent of Operations (CSBO/COO) will serve as a member of the Superintendent’s cabinet advising District leadership regarding current and future financial and operation issues, including key accountabilities to ensure optimization of District resources. Acts as the primary Resource and Internal Operation Advisor to the School Board and District Staff.
Job Duties / Responsibilities
- Provides direction and oversight for District resource management and of all internal Operation Departments with planning that is aligned with the District Goals, Improvement Plan Initiatives, and strategic outcomes and targets.
- Assists the Superintendent in organizational analysis and development for designated departments.
- Directs the development and/or coordination of special projects and advises Cabinet members and the Superintendent on fiscal issues.
- Advises the Cabinet on the formulation and implementation of all Operation Departments’ plans, policies, programs, procedures and services.
- Explores and initiates innovative solutions to organizational, fiscal and management problems, including the advice of internal operations impact of instructional program changes.
- Establishes and leads interdepartmental teams to address complex District issues. Creates and maintains a culture of collaboration and continuous improvement among assigned staff.
- Directs the preparation and maintenance of a variety of narrative and statistical reports.
- Oversees and coordinates the development, approval and communication of the annual balanced District budget.
- Recommends and implements appropriate internal and external audit functions and program reviews.
- Facilitates the long-range planning for facility improvements and other capital investments.
- Provides direct supervision and support to all internal operation directors.
- Uses benchmarks and targets and other key performance indicators to continually improve all operation departments.
- Facilitates with the District's leadership team an annual “Efficient Use of Resources” review to assess the alignment of the District’s spending with strategic goals and desired outcomes.
- Directs International Standards Organization/Quality Management System (ISO/QMS) initiatives.
- Other duties as directed by the Superintendent and consistent with the goals and objectives of this position and in support of the District Improvement Plan.
- Stays abreast of current research and best practices in operation management, and adjusts plans, policies and procedures accordingly.
- Is well informed regarding current local, state and federal laws regarding operation management; stays abreast of state and federal public policy changes that could impact U-46, including funding.
- Has oversight and primary responsibility for the Education Service Center (Central Office) building.
- Participates as one of the lead administrators on the health insurance committee, the investment committee and the workers compensation review committee.
- Leads and/or assists with bargaining all labor contracts with the directors, human resources and the legal team.
- Facilitates the enrollment and facilities committee with the Community Advisory Council to discuss potential boundary changes.
- Attends all Tax Increment Finance district meetings at the municipalities in the District.
- Provide updates to the Board of Education with respect to capital planning, enrollment, facilities utilization, external investments, budget and other relevant areas of operations.
Salary/Benefits
This is a 12-month position. Salary and benefits as established by the Board of Education. The salary range for this position is $158,400.00 - $237,600.00. It is our typical practice to hire in between the minimum and midpoint ($198,000.00).
