Duties

Reporting to the Supervisor, performs work ranging from moderate to considerable complexity applying practices and technical expertise in the areas of school procurement, food service contracts, financial management, and school nutrition program management; conducts school procurement reviews and coordinates the procurement and food service contract, training and technical assistance, and data reporting for the administration of the child nutrition programs.

  • Independently or as a member or leader of a team, conducts procurement reviews of school food authorities and as needed child care centers, and other community organizations to determine procurement compliance with child nutrition programs. 
  • Initiates the development of procurement monitoring objectives and scope. 
  • Coordinates schedules and timelines related to the completion of cyclical procurement monitoring activities. 
  • Develops and drafts findings and recommendations. 
  • Compiles and writes detailed reports of work performed including findings and recommendations. 
  • Performs quality control reviews of peer’s work. 
  • Ensures adequate resolution of findings by participating institutions.
  • Responsible for the administration of the processes and procedures related to reviewing and approving the various types of food service contracts and food service procurement for the department to assist in the administration of the national school lunch, school breakfast, child and adult care food (centers and homes), summer food service, and food distribution programs. This includes serving as the primary contact for food service procurement and food service management company contract questions, reviewing and approving the various types of food service contracts, and assisting with the coordination for review and approval for food service management company new and renewal contracts. 
  • Develops, updates, and revises the prototype contracts, working with legal, to ensure compliance with federal and state rules.
  • Provides food service procurement and food service contract technical assistance to local education agencies, program administrators, food service management companies, legislators, and agency staff. This includes conducting, developing, and updating the training and technical assistance materials related to food service procurement and food service management contracts.
  • Interprets federal and state regulations, policy memos, and guidance for program administration and local administrators. 
  • Assists in the development of policies and procedures for program administrators and coordinates program policies and procedures with related federal and state programs. 
  • Develops and disseminates program instructions. 
  • Responds to sponsor questions and requests for technical assistance. 
  • Reviews proposed federal regulations and prepares agency comments.
  • Assists in the approval and administration of the school based programs. This includes approving local education agencies and their school sites and non-profit sponsors and their sites for participation in the national school lunch, school breakfast, special milk programs and providing programmatic technical assistance and training on the regulations and rules for participating in the school based programs.
  • Performs other duties as assigned.

Qualifications

  • Master's degree in Accounting, Business Administration, Finance, Contract Law, Kinesiology, or Nutrition/Consumer Science, or, a Bachelor's degree in one of the listed areas plus two years of relevant professional experience. (COPY OF TRANSCRIPTS REQUIRED AT TIME OF APPLICATION)
  • Two years of experience (in addition to education requirements) in accounting, business administration, finance, contract law, nutrition, or food service administration. 
  • Comprehensive knowledge of and demonstrated ability in accounting, business administration, finance, contract law, nutrition, or food service administration. 
  • Knowledge of resource allocation and project coordination. 
  • Knowledge of information systems and database applications. 
  • Must be proficient in Microsoft Word and Excel. 
  • Demonstrated ability to define problems and apply problem solving techniques to complex issues. 
  • Demonstrated ability in conducting multi-task assignments and meeting deadlines. 
  • Demonstrated oral and written communication skills. 
  • Ability to work independently or as part of a team. 
  • Must have a valid Illinois driver's license and the ability to travel.
