Duties
Report to: Superintendent of Schools
Duties and Responsibilities:
The Assistant Superintendent for Student Services and Special Education shall be directly responsible to
the Superintendent of Schools. This individual shall be in charge of student-related special services. All
qualifications are considered essential to fulfill the requirements of the position of Assistant
Superintendent for Student Services and Special Education.
The following positions report to the Assistant Superintendent for Student Services and Special Education:
? Coordinator for Special Education Services
? Coordinator for Student Services
? Coordinator of Speech-Language services programs
? Moline High School Special Education Coordinator/Department Chair; Middle School Problem
Solving Specialists
? School psychologists, School Social Workers, Occupational and Physical Therapists
? Student Health Services Coordinator
Responsible for the administration and oversight for:
A. District special education programs and services.
B. District 504 services.
C. Student discipline: District-wide policies, programs and procedures.
D. Serve as the School District Student Records Custodian.
E. School residency.
F. In-district student transfer requests
G. District Complaint Manager.
H. District Non-discrimination Coordinator.
I. Homeless Student Programs and Services.
J. Preparation of special services budgets, IDEA grant applications, coordination and preparation of
Illinois State-mandated categorical claims, Medicaid outreach and reimbursement.
K. Coordination of screening, interviewing, employment and evaluation of special services
personnel in cooperation with Human Resources.
L. Establish and direct special services program improvement and evaluation in cooperation with
Curriculum and Assessment.
M. Approve teaching schedules for regular and itinerant special education teachers in cooperation
with building principals.
N. Provide oversight for special education transportation.
O. Attend all Board of Education and other meetings as appropriate.
P. Perform such other duties as the Superintendent shall designate.
Qualifications
The Assistant Superintendent for Student Services and Special Education shall hold a valid Illinois Professional Educator License with a valid Illinois Administrative Certificate and Special Education Endorsement..
The preferred candidate will have building level administrative experience, extensive knowledge and experience in
Special Education, and a Special Education endorsement.
If the preferred candidate does not possess a Director of Special Education endorsement, a timely plan to obtain the proper endorsement will be permitted.
This individual shall have the competency and experience necessary to direct, control, and supervise all the responsibilities of this position.
In addition, this person shall possess the personal characteristics necessary to work effectively and cooperatively with District staff.
All qualifications are considered essential to fulfill the requirements for the position of the Assistant
Superintendent for Student Services and Special Education.

Placed as appropriate on the Moline Administrators' Compensation Structure Schedule. Regionally Competitive
