Duties

Reporting to the Director, handles all aspects of charter school oversight/support. Provides lead services to ensure state board fulfills its statuary responsibilities with respect to charters in Illinois; supports the charter certification process for all charter schools; provides technical assistance in support of districts and charter schools with data collections and analysis to inform data-based decision making; provides community engagement services to districts and charter schools; manages departments reporting for federal and state mandated reports; participates as a member of a team of consultants providing assistance to schools, districts and charter schools; seeks to improve overall instruction quality.

  • Manages department's required federal and state charter reporting including, but not limited to, year-end federal charter reports, required Illinois Biennial Charter School report to the General Assembly and Governor's Office.
  • Supports all aspects of the State Board's charter certification process including, but not limited to, the collection of certification applications from districts/charters, managing internal ISBE staff reviews of all materials, coordinating communications with charters for corrections to applications, tracking status of certification reviews and escalating concerns/delays to management, creation and delivery of charter certificates and Superintendent letters to all stakeholders.
  • Maintains, updates, and creates department's web based content and reports available ISBE's website.
  • Manages all aspects of charter school oversight including, but not limited to, charter school complaints, technical assistance, legislative review and rulemaking, supporting charter development teams, and provides support to schools as it relates to instructional improvement through written and verbal communications, onsite visits and monitoring as appropriate.
  • Utilizes research-based community engagement strategies to support districts, charter schools and charter development teams.
  • Performs other duties as assigned.

Qualifications

  • Bachelor's degree plus two years of relevant professional experience. (COPY OF TRANSCRIPTS REQUIRED AT TIME OF APPLICATION)
  • Two years of experience (in addition to education requirements) working in a charter school or public school/district as a teacher, an administrator or in a consulting capacity.
  • Experience in the delivery of professional development.
  • Proficient computer knowledge including Microsoft Office products.
  • Ability to present complex information to lay and professional audiences effectively in formal and informal settings.
  • Ability to work effectively with diverse teams.
  • Ability to define problems and apply problem solving techniques.
  • Ability to coordinate projects.
  • Ability to set schedules and times.
  • Highly effective communications skills, especially in writing and in speaking to a wide range of groups.

  • Experience in policy analysis, program evaluation, business and/or staff development.
  • Knowledge of strategic planning, research methodologies, organizational development and/or adult learning.
  • Familiarity with charter schools and charter school law.
