Duties
Reporting to the Executive Director, provides leadership and advocates for equity for all students; directs and oversees the development, implementation and evaluation of the accountability system in collaboration with all other agency departments; integrates and executes the policies and expectations of the State Board of Education as the Director of Accountability; provides leadership and support in programming and compliance for districts and other educational organizations throughout Illinois; provides leadership in cross functional department work; ensures compliance with applicable state and federal laws related to school accountability; evaluates, monitors, and develops department staff and budget.
- Provides leadership and directs the overall functions and programs of the department including, but not limited to, state accountability and its indicators (e.g., ELA and math proficiency, ELA and math growth, science proficiency, adjusted cohort graduation rate, English learner progress to proficiency, chronic absenteeism, 9th grade on track, and student climate survey participation).
- Provides leadership, support, and resources in response to district needs regarding these indicators.
- Monitors and evaluates the activities of staff to insure the application and direction of agency policies, state/federal rules, guidelines and fiscal accountability.
- Works collaboratively with staff in department and cross functional departments to develop and manage assessment administration, reporting, and use for accountability.
- Initiates regular internal communications related to assessments and accountability.
- Provides leadership and directs the overall functions and programs of the department including, but not limited to, state accountability systems, annual summative designations and their underlying calculations.
- Provides leadership, support, and resources in response to district needs regarding summative designations and their affiliated data.
- Works collaboratively with staff in department and cross functional departments to develop and manage summative designation calculation, reporting, and use for accountability.
- Represents ISBE to school districts, educational organizations, other state/federal agencies, and committees concerning the interpretation of agency policies, procedures, or actions related to state accountability and reporting.
- In collaboration with the communications department, initiates regular external communications related to accountability, its indicators, and associated data.
- Initiates and models active and collaborative leadership in cross functional department work with demonstrative improved outcomes for all children (e.g., more actionable data from summative designations, accountability structures that inform intervention, etc.).
- Develops and recommends policies, programs, procedures, and plans to ensure compliance with legislation and to improve the effectiveness of program implementation with demonstrated improved outcomes for students (e.g., ESSA and all other department programs).
- Performs necessary tasks to accomplish assignments and responsibilities including, but not limited to, partnering with external stakeholders, developing new processes, gathering or developing requirements and business rules, collaboratively building communication plans and providing technical assistance, developing simple tools that support implementation and analysis, scheduling weekly meetings, building cross-functional teams, testing new tools, pulling data for analysis, etc.
- In coordination with the Agency's records management coordinator, serves as department liaison for records management.
- Performs other duties as assigned.
