Duties

Reporting to the State Superintendent of Education, serves as the General Counsel; responsible for directing agency legal operations and the Agency legal staff. Oversees Educator Misconduct Department. Provides legal advice to Board and agency staff concerning operation of the State Board in compliance with applicable laws, regulations and policies. This position has a direct link to the State Board of Education.

  • Supervises and directs the activities of legal staff in the Agency to meet the expectations as defined in the general statement, including assigning and reviewing work product, and conducting staff evaluations. 
  • Establishes annual goals and objectives. 
  • Oversees legal department trainings.
  • Drafts attorney work product and provides legal counsel to the State Board of Education, the State Superintendent and agency staff. 
  • Produces and delivers attorney-client communication.
  • Drafts attorney work product and provides legal counsel to Regional Offices of Education.
  • Coordinates all litigation involving the State Board of Education with the Office of Attorney General. 
  • Liaising with any outside counsel representing the Agency in contested hearings or litigation.
  • Supervises the administration of the bargaining agreements between the State Board of Education and the Agency employee unions. 
  • Oversees any labor and employment disputes concerning agency operations.
  • Supports the work of the Internal Auditor and Legislative Affairs for the Agency.
  • Performs all other responsibilities assigned by the Board of Education or State Superintendent.

Qualifications

  • Juris Doctor degree. (COPY OF TRANSCRIPTS REQUIRED AT TIME OF APPLICATION)
  • Licensed to practice law in Illinois. 
  • A minimum of five years of progressively responsible administrative experience.
  • Extensive experience with school law and labor issues. 
  • Knowledge of internal operations of a state agency. 
  • Thorough knowledge of educational law and ability to effectively lead and direct others. 
  • Excellent verbal and written communication skills. 
  • Outstanding advocacy and soft skills/people skills.
