Duties

Reporting to the supervisor, serves as the primary staff person responsible for the financial oversight of the child nutrition program cluster. On a quarterly basis, reconciles child nutrition receivables for the Agency report to Office of the Comptroller and overpayments to the U.S. Department of Agriculture. Responsible for computing district allocations for Titles I, II, IV, V, IDEA Part B Flow Through and preschool federal programs. Compiles and submits financial reports for the Carl Perkins Vocational and Technical Education Grant and the Temporary Assistance for Needy Families Program. Serves as the department cashier of all incoming receivables and collects delinquent debt for child nutrition programs.

  • Responsible for all state and federal child nutrition programs financial functions including, but not limited to, compilation and submission of reports to the U.S Department of Agriculture (USDA). 
  • Reconciles child nutrition accounts including fiscal year close-out and audit adjustment reporting. 
  • Provides technical assistance regarding child nutrition fiscal issues to all Local Education Agencies (LEAs). 
  • Prepares child nutrition accounts receivable report for inclusion in the Agency quarterly receivables report to the Office of the Comptroller. 
  • Reconciles overpayments to USDA and follows debt recovery procedures to recover outstanding overpayments for child nutrition programs.
  • Computes allocations for the Title I, Title II, Title IV, Title V, IDEA Part B Flow Through and preschool programs.
  • Compiles and submits reports for the Carl Perkins Vocational and Technical Education Grant and the Temporary Assistance for Needy Families Program.
  • Serves as department cashier of all incoming receivables.
  • Performs other duties as assigned.

Qualifications

  • Bachelor's degree in Business, Public Administration, Accounting or Finance plus two years of relevant professional experience, or, an Associate's degree in one of these fields plus four years of relevant professional experience. (COPY OF TRANSCRIPTS REQUIRED AT TIME OF APPLICATION)
  • Experience in accounting or finance.
  • Experience working with large systems of data. 
  • Experience in using advanced functionality of Excel. 
  • Ability to create spreadsheets and use a variety of formulas to compute and analyze data. 
  • Ability to think analytically with a high attention to detail. 
  • Ability to work independently and with teams in a collaborative manner. 
  • Ability to develop, interpret and communicate policies and procedures. 
  • Good oral and written communication skills.  

  • Experience in governmental accounting.
  • Experience interpreting and applying state and federal laws, rules and regulations.
