Duties

POLICY RESPONSIBILITY:

The of Human Resources is responsible for implementing district personnel policies, human resource procedures, and recommends changes in those policies as appropriate and needed.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned by the Superintendent.

The Assistant Superintendent of Human Resources is responsible for coordinating personnel functions and interpreting and enforcing the negotiated contracts.

A. Leadership

Authority/Responsibility: Supervise and coordinate personnel activities.

Representative Activities:

1. Process, monitor and oversee staff hiring, retention and separation.
2. Coordinates and supervises staffing ratios and full-time equivalents with building Principal.
3. Oversees the creation of classified and certified contracts based upon the negotiated agreements.
4. Oversees the maintenance of all certified and classified personnel files.
5. Oversees the benefits; medical, dental, vision and life insurance.
6. Supervise and evaluate Human Resources personal and district Receptionist and provides guidance.
7. Oversees the process involving staff issues that could lead to discipline.

8. Coordinates with legal firms matters related to certified and classified union contracts and personnel management.
9. Actively coordinates and facilitates recruitment of staff.
10. Coordinates staff recognition.
11. Assists with the planning, development, and implementation of the District’s two year New Teacher Induction and Mentor Program.
12. Oversees the planning, development, and implementation of the evaluation system for Certified Staff in collaboration with the Assistant Superintendent for Educational Services.
13. Oversees the planning, development, and implementation of the evaluation system for Classified Staff.
14. Oversees and monitors the updating of the online application system and absence management system.
15. Oversees the process involving notices of unemployment claims.
16. Coordinates with the Business Office to insure worker compensation and staff changes are accurately reflected weekly.
17. Coordinates substitute orientation.
18. Oversees workers compensation claims management.
19. Oversee all Human Resource initiatives and systems.
20. Reports information to the Superintendent by analyzing data and using Human Resource metrics in alignment with ISBE standards.

B. Negotiated Agreements

Authority/Responsibility: Monitors the implementation of the certified and classified negotiated contracts for compliance.

Representative Activities:

1. Participates in negotiation sessions representing the Board/Administrative Team.
2. Meets on a weekly basis with officers from the RTHSEA and the Classified Union to maintain open communication and to problem solve.
3. Supervises and processes the grievance system for staff.
4. Serves as the day-to-day resource to administrators related to the implementation of the negotiated contracts.
5. Chairs the Insurance and Wellness Committee as District Representative.

C. Professional Development

Authority/Responsibility: Coordinates Classified Professional Growth Committee and coordinates certified staff in-service.

Representative Activities

1. Coordinates the development, implementation, and evaluation of programs for in-service and long term professional development for classified staff.
2. Meets regularly with classified union representative to assess needs to support the district’s vision and mission.
3. Coordinates the development, implementation and evaluation of programs for in-service and long term professional development for certified staff specific to professional standards and interactions with students.


D. Campus Administrator Articulation

Authority/Responsibility: Participates relative to short-term and long-range planning with campus administrators.

Representative Activities

1. Participates in the Executive Council with the building principals on a bi-monthly basis.
2. Participates in counterpart meetings with the administrators.
3. Acts as the resource person for campus administrators regarding rules, regulations and procedures on a daily basis.

E. Summer School

Authority/Responsibility: Supervises and coordinates staff hiring.

Representative Activities

1. Processes and monitors summer school staff hiring.
2. Collaborate with Assistant Superintendent of Educational Services in the planning of summer school programs.

Qualifications

QUALIFICATIONS:

 Doctorate preferred with a minimum of three years of in-depth preparation in personnel management, educational administration and supervision.

  1. Illinois administrative licensure.
  2. Must be a qualified Teacher and Principal Evaluator.
  3. Demonstrates excellence in oral and written communication.
  4. Must be able to interpret policy, procedures, and data.
  5. Masters in Human Resources or SHRM-CP /PHR or SPHR certification. (preferred)
  6. Knowledge of Master Scheduling. (preferred)
  7. Must meet any additional qualifications set by the District.
