Duties
General Duties and Responsibilities:
The MACS EFE Director is responsible for all aspects of administering the EFE System including fiscal and programmatic activities. The Director reports directly to the CEO Board of Control, which meets quarterly and approves all fiscal activities. The Director works closely with the Administrative Council composed of representatives of each of the member high school and college district on all matters relating to use of grant funds and coordinating related programs in accordance with grant requirements from ISBE and policies established in the Intergovernmental Agreement.
PROGRAMMATIC:
- Create quarterly Board of Control agendas in consultation with Board Chair
- Organize and chair MACS Administrative Council monthly meetings
- Conduct course and CIP program quality reviews with EFE member schools
- Meet with individual districts on Illinois Student Course System annual course verification
- Submit quarterly program reports in ISBE electronic grant management system (IWAS)
- Oversee sub-grantee districts for program and fiscal monitoring
- Coordinate regional student career events/competitions
- Provide related professional development opportunities
- Collaborate with college partner on program development, dual credit and dual enrollment opportunities
- Collaborate with EFE Directors on the System Directors’ Leadership Council and Cook/Lake Regional Collaborative
- Work with ISBE Principal Consultant and provide conduit to member districts
FISCAL:
- Prepare annual regional grant budgets, Joint Agreement Budget (JAB)
- Provide guidance on grant allocation budgeting and amendments for secondary and elementary sub-grantees within the region
- Approve grant reimbursement claims and verify for accuracy
- Submit quarterly expenditure reports in ISBE grant management system
- Provide quarterly reconciliation with Treasurer’s Office on payroll and benefits
- Maintain updated submissions for Illinois GATA requirements (ICQ, ORA, DUNS, SAM/CAGE Code, GATA Audit Certification)
- Oversee audit files (annual, state, federal, ISBE Technical Assistance Visits)
- Collaborate with districts regarding additional funding opportunities
- Supervise and evaluate Assistant Director and System Coordinator positions
- Perform other duties as designated by the CEO Council
