Duties
Definition:
The Director for Multilingual Learners reports directly to the Assistant Superintendent for Educational Services. The person in this position is expected to provide leadership for instructional programming for all Multilingual learners. The Director of English Learners is expected to supervise teachers on assignment, and to work cooperatively with all central office personnel and building administrators.
Major Policy Responsibility:
The Director for Multilingual Learners is responsible for ensuring that all instructional programs for EC-12 Multilingual Learners are developed, implemented, and administered with respect to the policies established by the Board of Education, state government, and the federal government. The person in this position is expected to make recommendations for program creation, revision, and implementation.

Program Development, Implementation, and Evaluation
- Regularly and directly assist the Assistant Superintendent for Educational Services with the development and implementation of educational programs; ensure programs are in compliance with state and federal laws, rules and regulations, and Board Policy and align with the District's strategic plan, mission and goals.
- Maintain ongoing relationships with staff, parents, community-based service providers, and program staff regarding systems-change initiatives.
- Assist with the design and implementation of program outcome studies, and make recommendations on the policies, practices, and procedures regarding the operation of programs and implementation of services.
- Leads a process that ensures that families are respected and valued partners in the planning and implementation of Multilingual programming, including facilitation of the Bilingual Parent Advisory Committee
- Review student achievement data, in cooperation with district and building level personnel, to determine program needs.
- Implement Multi-Tiered Systems of Support with a specific focus on best practices for Multilingual Learners.
- Oversee identification, screening, placement, and required testing for Multilingual Learners
Instructional Leadership
- Provide training for staff pertaining to best practices in instruction for Multilingual Learners
- Assist with curriculum selection and implementation
- Advise teachers with regard to curriculum, instruction, assessment, and implementation of ML services. Serve as a resource regarding best practices in instruction for Multilingual Learners across all content areas and programs
- Support teachers to ensure instructional improvement and maintain the highest instructional standards for all students.
Leadership and Management
- Supervise and evaluate certified and non-certified staff as determined.
- Assist with the hiring, assignment and induction of certified and non-certified staff.
- Work with district and building administrative personnel on professional staffing decisions.
- Facilitate the Title III and Immigrant Education grants and programs and EL EBF set aside funding.
Resource Management
- Plan and monitor budgets to support programming for Multilingual Learners
- Monitor the expenditures of the district budgets
- Approve purchase orders for instructional materials
- Monitor expenditures and submit required reports to the Illinois State Board of Education
