Job Title: Coordinator of Bilingual Services
Department: Administration
Reports To: Executive Director of Academic Services
SUMMARY
Directs and manages the development of the District’s Bilingual/ESL curriculum and the delivery of Bilingual/ESL services to the student population. Organizes, maintains, and improves the Bilingual/ESL services of the district. Must be a strong ESL instructional leader with experience in best practices.
EDUCATION and/or EXPERIENCE
Professional Educator License with General Administrative, Bilingual Education, and/or ESL endorsements required.
Five years of experience in Bilingual education services is preferred.
Prior administrative experience is preferred.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Coordinates curriculum and articulation of the Bilingual/ESL program design for grades PreK-8.
- Models instructional strategies and techniques in teachers’ classrooms with follow-up coaching to help teachers implement strategies.
- Supports principals in their leadership roles regarding Bilingual and ESL services.
- Supports the Special Education Department regarding Bilingual students who have IEPs.
- Coordinates and provides leadership for the Parent Education programs.
- Leads program in staff development; assists in developing and implementing in-service education programs for staff members.
- Coordinates program development to reflect best practices while complying with state and federal regulations.
- Observes Bilingual/ESL teachers; provides written observation feedback to principals in their appraisal of these staff members regarding individual performance.
- Assures implementation and observance of all board policies and regulations by the school's staff and students.
- Assists in recruiting, screening, and hiring the Bilingual/ESL staff.
- Orients newly assigned staff members and assists in their development, as appropriate.
- Coordinates the budget and requisitions for the Bilingual/ESL Department.
- Assures development and submission of federal and state grant applications related to Bilingual/ESL services.
- Ensures maintenance of all required records and reports related to Bilingual/ESL services.
- Work with the state’s Multilingual Department to correct findings identified during a recent Bilingual Audit.
- Ensure Bilingual Program compliance.
- Conduct staff meetings related to Bilingual/ESL education services.
- Attends conferences between parents and Bilingual/ESL staff members as appropriate.
- Collaborates with teachers, parents, principals, and other school personnel in sharing information about bilingual students as appropriate.
- Participates in administrative council meetings and other meetings.
- Establishes and maintains cordial relationships with local community groups and individuals to foster support for overall district objectives and Bilingual/ESL programs.
- Keeps abreast of changes and developments in the profession by attending professional meetings, reading professional journals, and maintaining a collegial dialog on problems of mutual interest.
- Keeps the Director of Student Services informed of the department's activities and problems.
- Performs related duties as assigned by the Director of Student Services according to district policies and practices.
- Performs related duties as required.

LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, procedure manuals and translate documents from English to Spanish. Ability to effectively present information and respond to questions from groups of managers, parents, and the general public.
MATHEMATICAL SKILLS
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages. Ability to apply concepts of basic algebra.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
