Duties
- SUPERVISES: Special education teachers, paraprofessionals, and professional
support staff
JOB GOALS: Provide educationally sound programs for children who cannot sufficiently benefit from general education classroom programs or who may require special services
PERFORMANCE RESPONSIBILITIES:
- Prepares all funding proposals and maintains data, supervision and coordination of all federally funded projects, e.g. Title I, IDEA, and McKinney Vento
- Directs and coordinates all special education programs and assists in the supervision of the following programs, services and personnel: a) speech and/or language impairment services
b) learning disability program
c) emotional disorders program
d) cognitive impairment program
e) school social services work
f) early childhood program
g) school psychological services
h) out-of-district placements
- Coordinates all special education programs administered out of district for which district pupils are served.
- Prepares all project and funding data relative to special education programs, including data required by federal and state agencies funding special education programs.
- Develops services necessary to meet the special needs of students in cooperation with administrative staff and support personnel and determines needs for additional or altered special education programs.
- Keeps informed of all legal requirements governing special education.
- Recommends policies and programs essential to the needs of exceptional children or students requiring special services.
- Develops and initiates survey programs for early and continuous identification of exceptional children.
- Assists in the development of special education summer programs.
- Supervises and coordinates home instruction for homebound or hospitalized students.
- Evaluates all special education programs, facilities, curriculum, learning activities, material and supplies, parent relationships and teaching practices.
- Develops procedures for and coordinates case study referral, securing medical reports, psychological examinations, placement and termination of placement.
- Develops and maintains complete temporary individual records of all children receiving special services or enrolled in special education.
- Supervises preparation of attendance reports and similar data necessary to reimbursement of funds, collecting of tuition for out-of-district students and similar fiscal matters.
- Arranges for and coordinates transportation of all children placed in special classes.
- Approves all supplies, materials and texts used by special education personnel.
- Assists in developing plans for physical facilities in establishing building eligibility and makes recommendations on design, furnishings and equipment.
- Participates in the planning and equipping of special education classrooms and schools.
- Keeps informed of the state funding requirements for special education.
- Develops budget recommendations and provides expenditure control on established budgets for special education.
- Assists in recruitment, selection and recommendation for hiring of special education personnel.
- Implements curriculum and program planning and pre-service and staff development training for teachers.
- Recommends schedules and assignments for special education personnel.
- Interprets the objectives and programs of the special education services to the Board, the administration, the staff and the public at large.
- Assumes responsibility for professional growth and development; for keeping current with the literature, new research findings, and improved techniques, and for attending appropriate professional meetings and conventions.
- Other duties and responsibilities as assigned by the Superintendent and/or the Board of Education.
Qualifications
QUALIFICATIONS:
- A master’s degree and license requirements for Director of Special Education
- Five years’ experience in public education.
The expertise to provide technical assistance in three or more areas of special education.
REPORTS TO: Superintendent/designee
