Duties

JOB SUMMARY: Under the direction of the Chief Information Officer, the Project Manager coordinates other office services and manages District IT projects related to the modernization of infrastructure including IT construction projects.



ESSENTIAL FUNCTIONS: To perform this job successfully, an individual must be able to perform each essential function satisfactorily. 

 

  • Coordinates with District and external personnel to define and clarify scope, coordinate scheduling and assign tasks to complete District projects. 
  • Serves as a District liaison with outside IT professionals for specific projects 
  • Assists with preparation of Requests for Proposals (RFPs) for IT services and products 
  • Evaluates RFPs and provides recommendations for the selection of highly qualified professional services and high quality products 
  • Assists in contract negotiations with IT professionals and vendors
  • In cooperation with others, approves and tracks purchase orders, invoices, applications for payment and change orders 
  • In coordination with the project team(s), establishes program/scope along with project schedule(s) 
  • Monitors compliance with contracts 
  • Performs the usual office routines and practices such as receiving incoming calls, taking messages, returning phone calls promptly, etc.
  • Utilizes Skyward and TalentEd software to retrieve data necessary for District decision making
  • Develops project plans for District IT projects and tracks project progress and milestones
  • Identifies and allocates appropriate District resources to complete District IT projects
  • Processes incoming and outgoing correspondence on a daily basis and drafts correspondence as appropriate.
  • Provides clerical support and assistance to the Superintendent as needed.
  • Performs all duties as assigned by the Chief Information Officer and other duties that will ensure the smooth and efficient operation of the school district and Technology Department.
  • Develops and coordinates the inclusion of IT specifications for District projects 
  • Conducts regular field observations of assigned projects and reports any concerns noted 
  • Attends bid openings for assigned projects, and in cooperation with others, makes recommendations for bid awards prior to submission to the Board for final approval 
  • In coordination with others, establishes project budget(s) and monitors expenditures relative to the budget(s) 
  • Conducts planning and design meetings for assigned projects as necessary 
  • During construction, attends scheduled meetings with design and construction professionals and District administration to track the progress of construction activity and resolve issues as they arise
  • Leverages e-Rate and other funding sources to implement District IT projects from design to application and implementation 
  • Offers input and expertise regarding and assists with other scheduled District projects as needed and directed 
  • Develops project timelines and tracks project progress and milestones using the District’s project tracking software 
  • Reports on status of projects to District Administration and Board of Education as directed 
  • Performs all other duties necessary to the office and such other duties as assigned by the Superintendent 
  • Makes recommendations regarding District policies and negotiated agreements
  • Assigns and monitors District IT staff involved with projects 
  • Assists in planning and administering staff development activities 
  • Participates in professional growth opportunities (e.g., attends regional, state, and national professional conferences, reads professional publications, and/or enrolls in advanced courses) 

Qualifications

QUALIFICATIONS: 

EDUCATION

Bachelor’s degree (preferred) or compensating experience 

 

EXPERIENCE

PMP or CAPM certification (preferred) or compensating experience 

Prior IT Project Management experience with increasing levels of responsibility.

 

OTHER SKILLS AND ABILITIES:  

  • Organized 
  • Excellent communication, presentation, and listening skills
  • Must be proficient in use of the internet and email applications 
  • Must be proficient in the use of Google (Drive, Docs, Sheets, Calendar, etc.), Excel, Power Point, and Word
  • Must have the ability to multitask or work on several tasks within a given time
  • Must be able to relate to the public or parental concerns with effective communication skills and professionalism

Salary/Benefits

Salary is based on a step placement which is determined by education, experience and the Urbana Education Association and Board of education contract.

Additional Notes

TERMS OF EMPLOYMENT:  Salary is based on expertise and experience.  This position is not a part of the UEA bargaining unit.  Position has IMRF retirement benefits.
