Reporting to the Executive Director of Systems of Support, provides leadership; advocates for equity for all students with a whole child, whole school, whole community approach; and integrates and executes the policies and expectations of the State Board of Education. The Director manages the statewide system of support, provides leadership and support to school districts and other educational organizations throughout Illinois, provides collaborative leadership in cross-functional department work that identifies and builds upon opportunities within ESSA and other federal laws (e.g., Curriculum and Instruction, Educator Effectiveness, Regional Services); ensures agency compliance with requirements of ESSA, and monitors and develops a budget. The Director provides supportive leadership and resources for all students in Illinois by engaging legislators, school administrators, teachers, students, parents, and other stakeholders in formulating and advocating for policies that enhance education, empower districts, and ensure equitable outcomes for all students. Willingness to travel throughout Illinois.

  • Manages identified functions of IL-EMPOWER.
  • Provides support and resources in response to district needs.
  • Monitors and evaluates the activities of staff to insure the application and direction of agency policies, state/federal rules, guidelines and fiscal accountability.
  • Represents and speaks accurately on behalf of the State Board of Education to school districts, educational organizations, other state/federal agencies, committees and the public concerning the interpretation of agency policies, procedures, or actions.
  • Models active and collaborative leadership in cross-functional department work that identifies and builds upon opportunities within ESSA and other federal laws with demonstrated improved outcomes for all children (e.g., Teaching and Learning, Educator Effectiveness, Regional Services).
  • Develops and recommends policies, programs, procedures, and plans to ensure compliance with federal and state legislation and to improve the effectiveness of program implementation with demonstrated improved outcomes for all children.
  • Works with staff throughout ISBE to develop grants, contracts, and budgets.
  • Performs other duties as assigned.

Qualifications

  • Master's Degree in Education. (COPY OF TRANSCRIPTS REQUIRED AT TIME OF APPLICATION)
  • Experience in the Prekindergarten-12 education system as a teacher and building or district leader and/or previous senior education leadership work.
  • Minimum of five years related senior management/supervisory experience.
  • Experience working in an environment requiring systems thinking, flexibility, and change facilitation.
  • Experience leading district and school change processes via a capacity development approach in collaboration with teachers and administrators.
  • Experience designing and facilitating peer-learning support structures, such as professional learning communities, communities of practice, school/district partnerships mentoring, and regional and statewide learning networks (including virtual opportunities).
  • Experience managing large-scale projects, including the development of monitoring processes, assessment of impact informed by data, and analysis of reporting systems.
  • Knowledge of facilitating an inquiry process on equity and analyzing data, to provide the greatest support for those in greatest need.
  • Ability to support the development of communication and engagement plans and executing those plans effectively so that stakeholders (teachers, community leaders, parents/families, and students) are able to share success stories.
  • Understanding of educational policy at the local, state, and federal levels.
  • Familiarity with local, state, and federal programs with knowledge of compliance regulations.
  • Ability to multi-task, prioritize, and execute large-scale projects.
  • Strong communication and engagement skills.
  • Inquiry skills to facilitate data analysis through an equity lens to ensure that those students with the greatest need receive the greatest support.
