McLean County Unit District No. 5

Position Title:     Director of Human Resources
Location:             Unit Office

Department:       Administration
Reports to:          Chief Financial Officer
FLSA Class:         Exempt



To plan, coordinate, and supervise the operation of the Human Resources Department. 


  1. Manage the application, interview, and hiring process for all district employees

  2. Evaluate all Human Resource Department staff and other staff as designated by the Chief Financial Officer.

  3. Assist in managing and coordination of all employment benefits

  4. Manage requests for contract revisions, leaves, and salary schedule movements consistent with Board policy, collective bargaining agreements, state and federal law.

  5. Manage the staff employee database. 

  6. Maintain personnel records consistent with Board policy, collective bargaining agreements, state and federal law.

  7. Manage seniority lists, coursework additions, and transcripts.

  8. Manage all employment verification tasks.

  9. Manage the processing of all resignations, retirements, and terminations.

  10. Ensure all employee handbooks and job descriptions are current.

  11. Attend labor/management meetings as required.

  12. Participate in contract grievance meetings as needed.

  13. Assist with the resolution of employment and labor concerns consistent with Board policy, collective bargaining agreements, state and federal law.

  14. Manage concern resolution complaints as designated by the Chief Financial Officer.

  15. Manage recruitment.

  16. Coordinate screening of employee applicants.

  17. Participate in interviews as needed.

  18. Manage the completion of federal, state, and local reports and surveys, including but not limited to the Employment Information System (“EIS”), EEOC Employer Information Report, ROE Compliance Review, and Teacher Service Record. 

  19. Manage the creation of personnel pages for all Board meetings 

  20. Promote Unit 5 as a positive work place for all employees and conduct areas studies to ensure the District is a preferred employer.

  21. All other duties as assigned.




  1. Master’s degree in personnel management or school personnel administration.

  2. Five years’ experience leading the Human Resources Department in a large organization.

  3. Illinois Administrative Licensure or SPHR/PHR.

  4. Current extensive knowledge of federal and state employment and labor laws.

  5. Excellent written and oral communication skills.

  6. Professional image, actions, communications, and working relationships are required at all times.

  7. Able to perform job duties at assigned work location on a regular and consistent basis.

  8. Flexible work schedule required including the availability to work evenings and weekends as needed.

  9. Travel may be required.
